An Act To Amend Title 10 Of The Delaware Code Relating To The Juvenile Offender Civil Citation Program. [HB-8]
This bill seeks to expand the eligibility criteria for the Juvenile Offender Civil Citation Program by including the offense of possession of drug paraphernalia and permitting a second referral to the Juvenile Offender Civil Citation Program where the first referral occurred more than 18 months ago and was not a referral for the same offense.

An Act To Amend Title 18 Of The Delaware Code Relating To Insurance. [HB-80]
This Act replaces existing Chapter 83 of the Delaware Insurance Code and sets forth the permissible uses of credit information in rating personal insurance. This Act also prohibits insurance companies from increasing rates on current customers solely for having reached the age of 75 or above or for having a change in marital status due to the death of a spouse.

An Act To Amend Title 18 Of The Delaware Code Relating To Insurance. [HB-81]
This legislation revises § 5006 of the Insurance Code to track the National Association of Insurance Commissioners Model Holding Company Act with respect to the Commissioners power to examine insurers and have access to books and records of insurers in order to ensure compliance with the Holding Company Act.

An Act To Amend Title 24 Of The Delaware Code Relating To The Board Of Mental Health And Chemical Dependency Professionals. [HB-82]
Sections 1-4 clarify the type of supervised experience applicants are required to obtain in order to be qualified for licensure and eliminates the requirement that reciprocal applicants be certified by a national organization prior to being qualified for licensure. Additionally, section 2 eliminates a pending criminal charge as a basis to deny licensure.

An Act To Amend Title 14 Of The Delaware Code Relating To Charter Schools. [HB-85]
This bill eliminates the use of an enrollment preference for students living within a 5-mile radius of a charter school. This change was supported by a majority vote of the Enrollment Preferences Task Force established by House Bill No. 90 of the 147th General Assembly. The Act will take effect immediately. For any charter school using the 5-mile preference at the time of enactment, the school is required to eliminate the preference through notification to the authorizer prior to the 2018-2019 school year. An Act To Amend Title 18 Of The Delaware Code Relating To Captive Insurance. [HB-86]
This bill corrects an unintended consequence of House Bill No. 15 of the 148th General Assembly, signed into law by the Governor on June 24, 2015, by preventing double taxation of premium ceded to a series captive insurance company or protected cell. This bill also precludes premium taxation of series limited liability companies, exclusive of any series thereof, when premium is written only in the series of such of series limited liability companies.

An Act To Amend Title 14 Of The Delaware Code Relating To Salaries For Substitute Teachers. [HB-88]
This Act allows for juniors and seniors majoring in education at a Delaware college or university to be paid $83 per day as substitute teachers, the same rate paid to those who hold a bachelor's degree but not a teaching license. This will encourage education students to gain some field experience, while also incentivizing a larger pool of potential substitute teachers to address a growing difficulty in finding qualified, reliable substitute teachers for our schools.

An Act To Amend Title 11 Of The Delaware Code Relating To Certain Crimes. [HB-9]
This bill allows judicial discretion when juveniles are charged with any of the five specific offenses carved out in state code that say a juvenile of 16 or older, or 15 in the case of § 1447A, must be prosecuted as an adult. The bill simply changes the language from shall to may to allow judges to weigh the possibility that the juvenile may be better served in Delawares Family Court system via the amenability process already enumerated in Title 10 § 1010 and § 1011.
