An Act To Amend Title 16 Of The Delaware Code Relating To Information On Down Syndrome. [HB-214]
This bill requires that hospitals, physicians and other health professionals provide information about Down Syndrome and Down Syndrome resources and support groups to parents who have received a prenatal or postnatal diagnosis of Down Syndrome. The Department of Health and Social Services is tasked with collecting and distributing appropriate information to health care providers for distribution to parents. This bill will ensure that parents receiving a Down Syndrome diagnosis are timely provided accurate and complete information about Down Syndrome

An Act To Amend Title 30 Of The Delaware Code Relating To The Personal Income Tax. [HB-217]
This Bill excludes from income taxes pensions received from the United States, including military retirement income, up to a maximum of $22,500 in 2014, $30,000.00 in 2015, and $37,500.00 thereafter, less any Social Security benefits paid by the United States in the taxable year. It is intended to equalize the treatment of Federal retirees who are not covered or are partially covered by the Social Security System with those retirees receiving Social Security benefits which are presently exempt from tax.

The Delaware Code currently provides municipalities with discretion in the establishment of speed limits on roads within their respective jurisdictions in conjunction with an engineering and traffic investigation verifying the basis for change. The Department of Transportation has traditionally reviewed these requested changes. This bill merely corrects the reference to the approving department from the Department of Safety and Homeland Security to the Department of Transportation.

An Act To Amend Title 12 Of The Delaware Code Relating To Guardianships. [HB-227]
To preserve judicial resources while still providing appropriate protections for minors, this legislation modifies the current requirement to appoint a guardian in all cases involving minors who receive money or property through settlements, bequests, or other transfers. To protect the ultimate beneficiary, the funds must be deposited in certain approved financial instruments, as determined by court rule.
