An Act Proposing An Amendment To Article I Of The Delaware Constitution Relating To Equal Rights. [HB-199]
In 2019, Delaware amended the state constitution to prohibit the denial or abridgement of equal rights under the law based on sex, and thereafter in 2020, race, color, and national origin were added. This Act is the first leg of a constitutional amendment to add sexual orientation, gender identity, and disability to Article I, § 21 of the Delaware Constitution to declare explicitly that protection against discrimination based on sexual orientation, gender identity, and disability is one of Delaware's fundamental rights.

An Act To Amend Title 3 Of The Delaware Code Relating To Pet Food Manufacturing Fees. [SB-185]
This bill seeks to address overpopulation of cats and dogs in our state by creating an additional revenue stream for the State Spay/Neuter Program, to relieve some of the funding burden on animal welfare organizations in the state that are involved in reducing the free-roaming cat population, and provide more funding to meet the needs of low-income residents to spay/neuter their pets. An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Liquors. [SB-192]
Under current Delaware law a license to sell alcohol may be subject to revocation or suspension by the Commissioner of Alcoholic Beverage Control or criminal charges for selling alcohol to a minor. This is so even though the licensee is not directly involved in the sale and may have taken significant steps to prevent such activity by employees. This bill updates the current law to provide for a system of fines for a licensee when alcohol is sold to a minor and removes the current authority to revoke or suspend a license under these circumstances. This Act adopts the Uniform Law Commissions (ULC) Revised Uniform Law on Notarial Acts (Revised Uniform Law). An Act To Amend The Charter Of The Board Of Public Works Of The City Of Lewes Relating To Utility Service Extension And The Power To Sue And Be Sued. [SB-194]
The Delaware General Assembly incorporated the Board of Public Works of the City of Lewes (the BPW) in 1901 when it, separate from the Charter adopted for the City of Lewes, enacted the Charter of the BPW and empowered it to establish, control, and regulate the utility system for the City of Lewes.
