An Act To Amend Titles 14 And 29 Of The Delaware Code Relating To Family Leave. [HB-165]
This legislation requires that all full-time employees of the State, including employees of school districts, continuously in the employ of the state for at least one year, shall be eligible for 12 weeks of paid leave upon the birth or adoption of a child 6 years of age or younger. Both parents would be eligible for such leave. Employees shall continue to have the right, as they do under current law, to use accrued sick leave for maternity and paternity purposes. An Act To Amend Title 13 Of The Delaware Code Relating To Child Support. [HB-174]
This Bill will amend the Code to certify that Division of Child Support Enforcement may be a party to a petition seeking to modify child support, and that they are subject to the same conditions as any other person. There is also a change in the requirements for giving notice that will increase the chance that the other party is served with proper notice.

An Act To Amend Titles 25 And 26 Of The Delaware Code Relating To Public Utilities And The Delaware Uniform Common Interest Ownership Act. [HB-177]
This bill requires utilities to maintain a third party notification system that allows a customer to designate a third party to receive notice prior to a termination of service. This bill also specifically allows condominium and common interest communities to adopt bylaws that require unit owners to designate the unit owners’ association as a third party to receive notification prior to a termination of utility service. An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Liquors. [HB-191]
This bill would facilitate the growth of Delaware licensed craft distilleries by allowing them to expand their businesses within the State by permitting them to sell unfinished bulk neutral spirits to distilleries located within and outside the State. This would recapture tax revenue for the State that is currently being collected outside of the State, as most distilleries currently purchase the bulk neutral spirits for redistillation from outside the State.

An Act To Amend Title 7 Of The Delaware Code Relating To Linear Water And Wastewater Utility Projects. [HB-194]
The expansion of modern drinking water distribution systems and wastewater collection systems by local governments and regulated utilities is of paramount importance to the protection and conservation of the water resources of Delaware. This bill encourages the expansion of water and wastewater systems by providing an exemption for linear utility projects not greater than 25 feet in width from erosion and sediment control regulations that are overly burdensome on such projects.
