As promoted in the Delaware Division of Motor Vehicles Motorcycle Operator Manual, it is recommended to motorcycle, Mopeds, and Motorized Scooter operators that they temporarily flash brake lights when stopping in order to increase visibility to other motorists. There are aftermarket products available that will automatically flash the brake lights up to five times, however these products are currently prohibited in the Delaware Code under the prohibition on flashing lights. An Act To Amend Title 29 Of The Delaware Code Relating To The Department Of Services For Children, Youth And Their Families. [HB-116]
This bill was recommended by the Executive Order 45 Re-Entry Education Task Force. That task force was created to examine the present system and to make recommendations on how to best serve youth educationally as they leave juvenile justice secure facilities. This bill would make the DSCYF Education Unit a Local Education Agency for very limited purposes. Specifically, the bill would allow DSCYF Education Unit teachers to apply for federal, state, or private loan forgiveness programs available to educators who work in a Local Education Agency. It

This Act adopts the ABA standard for juvenile delinquency by establishing the age of 10 as the minimum age of responsibility in juvenile prosecutions. Currently, at least 11 other states (including Pennsylvania) have adopted the ABA standard. An Act To Amend Title 18 Of The Delaware Code Relating To The Placement Of Certain Types Of Insurance With Non-admitted Insurers. [HB-127]
This bill clarifies that, unless the Commissioner rules otherwise as provided by 1915 of Title 18, life insurance and health insurance can only be written by admitted insurers licensed to write those types of insurance but the other types of insurance listed under present subsection (b) of 1905 may be placed with non-admitted insurers without going through the surplus lines law. An Act To Amend Title 11 Of The Delaware Code Relating To Unlawful Sexual Contact. [HB-130]
This bill creates a felony level offense for a person that is a health professional and in the course of providing professional health services to the victim, intentionally has sexual contact with the victim. This bill adds to the existing crime of unlawful sexual contact in the second degree and makes the conduct described therein as a felony offense, rather than a misdemeanor, due to the vulnerability of the victim as a patient seeking services from a health professional.

Section 1 of this bill deletes 513(b)(1)c. in its entirety. This provision is no longer necessary as Federal law mandates withholding any time there is an order for support. Section 2 of this bill will strengthen and update the civil enforcement section of the Code relating to child support and medical support. An Act To Amend Title 14 Of The Delaware Code Relating To School Board Elections. [HB-138]
Currently, the Sussex Tech School Board consists of 7 members appointed by the Governor, who serve 7 year terms. This bill will establish a 7 member board that is elected to serve for a 4 year term. There will be one board member elected from each Public School District with territory in Sussex County, to occur at the same time as local school board elections. The elections will be staggered and occurring on even numbered years, with the first elected terms to begin on July 1, 2016.
