An Act To Amend Titles 18 And 21 Of The Delaware Code Relating To The Motor Vehicle Accident Prevention Course Rates And Taxicab And Limousine Licenses. [SB-178]
This bill transfers authority for state-approved motor vehicle accident prevention (defensive driving) courses from the Department of Insurance to the Division of Motor Vehicles. The Division of Motor Vehicles shall promulgate regulations in coordination with the Department of Insurance when establishing course requirements. This bill leaves authority over the insurance discount required by the program in the office of the Insurance Commissioner.

An Act To Amend Title 11 Of The Delaware Code Relating To Falsely Reporting That A Firearm Has Been Lost Or Stolen And Providing A False Statement To Law Enforcement Concerning Lost Or Stolen Firearms. [SB-18]
This Act makes clear that it is a class A misdemeanor to falsely report to a law enforcement agency that a firearm has been lost or stolen. The Act also increases the penalty for providing a false statement to law enforcement that a firearm has been lost or stolen intending to prevent, hinder or delay the investigation of any crime or offense.

An Act To Amend Title 16 Of The Delaware Code Relating To The Child Protection Registry [SB-181]
This bill makes several changes to the Child Protection Registry. First, it provides the requirement for a hearing for every child prior to placement on the registry and requires the appointment of counsel. The bill reorganizes the Court findings required for placement on the registry by creating a new Section, 925A. The bill sets out criteria to be considered by the Court for early removal from the registry and provides a mechanism for persons to be removed from the registry if they were placed on the registry as a child.
