An Act Proposing An Amendment To Article Viii Of The Delaware Constitution Relating To Revenue And Taxation. [HB-399]
This Act places a constitutional limitation on base general fund operating appropriations. However, appropriations deemed as emergencies involving the health, safety, or welfare of the citizens of the State that are approved by three-fifths of the members elected to each House of the General Assembly are not included in the limitation.

The Town of Georgetown appointed a seven (7) member charter review committee to address mainly house-keeping revisions to its charter. The Committee met twice a month over several months to review and revise its charter. The result is their re-incorporated bill. An Act To Amend Title 18 Of The Delaware Code Relating To Automobile Insurance, Vehicle Data-reporting Device, And Unauthorized Use, Release, Or Disclosure Of Data. [HB-56]
This bill sets certain regulations for motor vehicle data-reporting devices to prohibit the use by insurance companies of such data for anything other than consideration for premium discounts, requires disclosure to the insured of others who may gain access to such data, and otherwise prohibits insurance companies from releasing such data to others.

An Act To Amend Title 29 Of The Delaware Code Relating To Prevailing Wage Requirements. [HB-6]
This bill raises the dollar thresholds for public works projects subject to the prevailing wage requirement to $350,000 for new construction and $100,000 for alteration, repair, renovation, rehabilitation, demolition or reconstruction. Neither of these figures have been adjusted since 1994.

An Act To Amend Title 15 Of The Delaware Code Relating To Elections And Candidate Disclosures. [HB-79]
This Bill requires all statewide and other candidates that may appear on the general election ballot to disclose (1) that their State and Federal income tax returns are filed and any tax due has been paid; (2) that child support payments pursuant to court order are current, and (3) that their real property taxes have been paid. Filing a false statement could be prosecuted.
