This bill would require courts, administrative tribunals, school districts, and schools to use the definition of “free and appropriate education” with respect to disabled children that has been enumerated for this region of the country by the United States Third Circuit Court of Appeals in Ridgewood Board of Education v. N.E., 172 F.3d 238 (3d. Cir. 1999).

An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-348]
This purpose of this Act is to provide greater protections for Delaware’s vulnerable and infirm adults, individuals the General Assembly considers to be particularly at risk of physical, emotional and/or financial exploitation. The Act creates a new criminal offense, Crime Against the Vulnerable or Infirm, which imposes enhanced penalties in more than 60 criminal offenses if the victim is a vulnerable or infirm adult.

An Act To Amend Title 16 Of The Delaware Code Relating To Fire Prevention. [HB-376]
This Act updates Delaware’s Fire Prevention Regulations to require installation of floor proximity emergency lighting and floor proximity exit signs in all new buildings, occupancy conversions, mixed occupancy buildings and additions and repairs to existing buildings. Floor Proximity Exit Signs shall be installed in addition to exit signs currently required under Delaware’s Fire Prevention Regulations.

SYNOPSIS This act transfers certain responsibilities and authority to the counties for the administration and enforcement of laws, ordinances, and regulations relating to dogs and dog control that were formerly vested in the Department of Natural Resources and Environmental Control. The Act creates a mechanism for fines arising from dog law violations to be mailed to the Voluntary Assessment Center and directs that fines for dog- related offenses committed in a particular county be remitted to that county. This bill clarifies the intent of the General Assembly that wastewater utilities may not obtain a certificate of public convenience and necessity in the existing service territory of a government entity. This bill also addresses the practice by New Castle County of claiming a wide wastewater service territory but refusing to provide service and objecting to any application of a regulated wastewater utility for a certificate of public convenience and necessity from the Public Service Commission.
