This bill adjusts the special assessment rate which creates funds for the Delaware Workforce Development Board to provide ongoing training services to Delaware residents through a combination of state and federal grant money. The assessment increases are calculated to restore the annual training tax funds of the Delaware Workforce Development Board to their previous levels. A reduction in these taxes cost the Board approximately $900,000.00 of its operating revenue, adversely impacting the ability of the Board to provide needed training services.

This bill requires that all contractors and subcontractors are required, independently or through agreement with other organizations, to provide craft training for journeyman and apprentice levels through a bona fide program approved by and registered with the State of Delaware and/or United States Department of Labor for projects in which workers shall be paid the prevailing wage under 6960 of Title 29.

An Act To Amend Title 11 Of The Delaware Code Relating To Fines, Costs, Penalties And Forfeitures. [HB-51]
The Fund to Combat Violent Crimes was established by House Substitute No. 1 for House Bill No. 143 of the 146th General Assembly. The Fund is funded by an additional penalty of $15 levied upon individuals convicted of crimes. This bill ensures that civil violations or penalties under Title 7, Title 11, Title 16 or Title 21 are included as offenses in which the $15 penalty is assessed for the Fund to Combat Violent Crimes.

An Act To Amend Title 29 Of The Delaware Code Relating To The Auditor Of Accounts. [HB-53]
Currently, all school districts, including vocational schools, are subject to the Auditor of Accounts. Edits to the November 2010 Charter School Manual removed instructions for charter schools to go through Auditor of Accounts when contracting for audits. There is presently no legislative authority to require charter schools to submit to the Auditor of Accounts processes. An Act To Amend Title 14 Of The Delaware Code Relating To The Power Of New Castle County Vocational Technical District To Levy Taxes For School Purposes. [HB-58]
In 1981, the General Assembly set the current tax rate ceiling for the New Castle County Vocational Technical School District (“District”) at 13 cents on each $100 value of real property for the tax year 1982 and then provided for it to increase to 14 cents on each $100 value of real property for the tax year 1983 and thereafter. When the General Assembly established these ceilings, the District was assessing a tax of 4.11 cents. After 34 years, the tax rate ceiling has been reached. The 147th General Assembly passed a bill to allow access to private restrooms for persons suffering from Crohn’s, colitis or similar conditions. That Act provided that persons with such conditions must provide written documentation, such as “an identification card that is issued by a nationally-recognized health organization or a state agency,” as proof of their condition when requesting use of a private facility. The continued existence and dissemination of juvenile criminal histories hampers an individual’s ability to be a successful and productive member of society. Juvenile criminal histories are a hindrance to employment, education, housing and credit.
