An Act To Amend Title 19 Of The Delaware Code Relating To Minimum Hours Of Work For Building Service Employees. [HB-297]
This bill would require that employers in large office spaces, retail establishments, and post-secondary academic settings provide a minimum 30 hour work week for building service employees. This would include security personnel (except those who work only weekends), janitors, cleaners, porters, and handy persons. There is an exception if the employee is on voluntary leave during a work week. The Department of Labor is empowered to enforce the provisions, and anyone aggrieved by a violation of the requirement may file a civil suit.

An Act To Amend Title 11 Of The Delaware Code Relating To The Special Law Enforcement Assistance Fund. [HB-309]
This Act would remove the exemption from the Freedom of Information Act that currently exists for proceedings and records of the Special Law Enforcement Assistance Fund (SLEAF), making those records and proceedings of that fund subject to the State’s existing FOIA statute. The Act also provides for a process by which law enforcement agencies can determine if their applications for SLEAF funds will be public records under FOIA before they decide whether to pursue those applications.

An Act To Amend Title 19 Of The Delaware Code Relating To Employment Discrimination Based On Family Responsibilities. [HB-317]
This bill prohibits discrimination in employment based upon an individual’s caregiving responsibilities. Workers should be judged on the merits of their performance at work, not their responsibilities at home. Five states and over 90 localities prohibit discrimination based on family responsibilities to some degree.
