An Act To Amend The Laws Of Delaware Relating To The Bond And Capital Improvements Act Of The State Of Delaware And Certain Of Its Authorities For The Fiscal Year Ending June 30, 2016 And Specifying Certain Procedures, Conditions And Limitations For The Expenditures Of Funds Of The Judiciary And Community Transportion Fund. [HB-245]
This Act authorizes the Judiciary to spend existing Appropriated Special Funds, collected by Family Court, for preliminary costs associated with the planning, design and land acquisition of downstate Family Court facilities. This funding would be expended pursuant to Section 35 of the Fiscal Year 2016 Bond and Capital Improvements Act. It also clarifies that the Judiciary is authorized to make capital investments for long-term space needs associated with the New Castle County Courthouse. An Act To Amend Title 30 Of The Delaware Code Relating To Earned Income Tax Credit. [HB-253]
This bill changes the earned income tax credit from nonrefundable to refundable and capable of exceeding the tax amount otherwise due. The credit is reduced from 20% of the corresponding federal earned income credit to 6% for 2017. That percentage increases 1% each year until it reaches 15% in 2026.

An Act To Amend Title 29 Of The Delaware Code Relating To Public Comment At Open Meetings. [HB-279]
This bill would require that public comment be permitted at all open meetings of any board, bureau, commission, department, agency, committee, ad hoc committee, special committee, temporary committee, advisory board and committee, subcommittee, legislative committee, association, group, panel or council. The minimum time will be one minute. Maximum time and procedural rules are left to the discretion of the meeting body.

An Act To Amend Title 14 Of The Delaware Code Relating To Charter Schools. [HB-28]
Absent an agreement with the school district, charter schools are currently able to retain any funding received for the fiscal year for a student who transfers mid-year from the charter school to a school district. This bill mandates that, if a student transfers from a charter school to a school district after September 30th, such funds will be prorated between the charter school and the school district where the student is then enrolled.

An Act To Amend Title 19 Of The Delaware Code Relating To The Public Employment Relations Act. [HB-281]
This bill adds deputy chief fire marshals I through V to the “law-enforcement and investigative agents” category for purposes of bargaining units in state employment. An Act To Amend Title 19 Of The Delaware Code Relating To Veterans, Skilled Workers And Community Workforce Act. [HB-283]
This bill is the Veterans, Skilled Workers, and Community Workforce Act. It requires that on all state-funded construction, public works, or improvement projects that contractors and subcontractors must draw 30% of their workforce from the Representative District where the project is located, and 5% of their workforce from eligible Delaware veterans. Such projects are to be governed by a Project Labor Agreement with the Delaware Building and Construction Trades Council to provide structure and stability and promote efficient completion.

An Act To Amend Title 11 Of The Delaware Code Relating To Probation And Sentencing Procedures. [HB-285]
Under current Delaware law the Department of Corrections has the power to increase or decrease a probationer’s Accountability Level between I, II and III without leave of the court. This bill would allow the Department to continue to lower the Accountability Level without leave of the court where it determines an offender is sufficiently low risk, but would require the Department to seek leave where it seeks to increase the supervision level without filing a violation of probation.
