An Act To Amend Title 24 Of The Delaware Code Relating To Architecture. [HB-227]
This Act permits business entities to offer architectural services through professionals registered with the Board after obtaining a certificate of authorization. The requirements of the Act are similar to those in existence regarding the practices of accountancy and landscape architecture. The Act also increases the civil penalties that may be imposed by the Board from $2,500 to $5,000 for first offense and from $5,000 to $10,000 for subsequent offenses.

An Act To Amend Title 11 Of The Delaware Code Relating To Licenses To Carry Concealed Deadly Weapons. [HB-258]
This Act increases, from $34.50 to $65.00, the filing fee assessed by the Superior Court in connection with an application for a license to carry a concealed deadly weapon. The Act also extends the term of validity for new licenses from 2 to 3 years and the term of validity for renewal licenses from 3 to 5 years. Increasing the fees for licenses, as well as the period for which such licenses are valid, will enhance efficiency and preserve resources by reducing the frequency with which the Superior Court and Attorney General’s Office must allocate

An Act To Amend Title 19 Of The Delaware Code Relating To Oil Refineries And Employment Practices. [HB-259]
This Act prohibits refineries from placing trailers and other temporary structures intended for use by employees within 1500 feet of refinery process areas and blast zones. Industry standards (American Petroleum Institute Recommended Practice 753) recommend that such buildings be placed outside of process areas because such of building provide inadequate protection for employees in the event of an explosion, fire or toxic release. This Act recognizes a military service member’s executed Record of Emergency Data Form (DD Form 93) as a valid declaration instrument governing the disposition of the service member’s last remains in the event of death. Pursuant to Federal law (Section 564 of Public Law 109-163), military service members must execute a DD Form 93 designating a person authorized to direct disposition of their remains in the event of death.
