An Act To Amend Title 3 Of The Delaware Code Relating To Industrial Hemp. [HB-385]
Section 7606 of the federal Farm Bill exempts the growth and cultivation of industrial hemp for research purposes from the provisions of the federal Controlled Substances Act, the Safe and Drug-Free Schools and Communities Act, Chapter 81 of Title 41 of the United States Code, and any other Federal law so long as such growth and cultivation is also permitted under state law. This Bill authorizes the growth and cultivation of industrial hemp by the Department of Agriculture and higher education institutions for research purposes in the State of Delaware.

An Act To Amend Title 16 Of The Delaware Code Relating To The Treatment Of Drug Overdose. [HB-388]
This bill would allow peace officers who have completed a DHSS approved training course to receive, carry, and administer the drug naloxone. Naloxone is a prescription drug which, when administered to a person undergoing an opioid related overdose, can have the effect of counteracting the effects of the overdose. Immunity is provided to officers who administer naloxone in good faith.

An Act To Amend Title 10 Of The Delaware Code Relating To Constables. [HB-389]
The bill extends the length of a constable commission from one year to two years, thereby reducing the frequency and burden of processing them annually. This is beneficial to both the licensing division of the State Police and the industry as a whole.

An Act To Amend Title 29 Of The Delaware Code Relating To State Procurement. [HB-393]
This bill requires that, for emergency procurement, in addition to a preference for Delaware labor, there will be a preference for hiring companies with their principal place of business in Delaware. For a violation of that requirement, the hired entity may be fined an amount equal to the compensation.

This bill will provide that when a municipal department is conducting an internal affairs investigation of a Council on Police Training Certified Police Officer pursuant to Delaware Code a certified officer from another department can conduct the investigation. This is necessary when the department is a small department who does not have the necessary staff to conduct the investigation.
