An Act To Amend Title 30 Of The Delaware Code Relating To The Research And Development Tax Credit. [HB-318]
This Act doubles the research and development tax credit available to smaller businesses while keeping in place the annual cap of $5 million for the credit as a whole. Currently, all businesses are entitled to a state tax credit that is equal to half of the corresponding federal tax credit for R&D activity occurring in Delaware. Under this Act, businesses with less than $20 million average annual gross receipts for the most recent four years are entitled to a credit equal to 100% of the corresponding federal credit.

An Act To Amend Titles 16 And 24 Of The Delaware Code Relating Of Midwifery. [HB-319]
As existing law has failed to make licensed midwifery services available to Delaware mothers who do not belong to very specific religious sects, a public process was followed in 2013-2014 to identify a better system, incorporating both Delaware systems, and other states' best practices for midwifery licensure. This public process included a broad cross-section of interested stakeholders. This bill establishes a Midwifery Advisory Council, which reports to the Board of Medical Licensure and Discipline. An Act To Amend Title 7 Of The Delaware Code Relating To Aboveground Storage Tanks. [HB-368]
This Act provides environmental cleanup liability protections for lenders who foreclose on properties that contain aboveground storage tanks and sets forth the criteria and process for lenders to maintain this liability protection. This Act also corrects an omission that occurred when House Bill 95, as amended by Amendment 2, was passed last Legislative session on June 27, 2013 relating to specifying a timeframe for the Department Of Natural Resources and Environmental Control to file an environmental lien with the Recorder of Deeds.

An Act To Amend Titles 18 And 19 Of The Delaware Code Relating To Workers' Compensation Insurance. [HB-373]
This Act makes substantial changes to Titles 18 and 19 of the Delaware Code designed to control the level of workers’ compensation premiums in Delaware. An Act To Amend Title 29 Of The Delaware Code Relating To The Jockeys Health And Welfare Benefit Board. [HB-38]
This bill changes the membership of the Jockeys Health and Welfare Benefit Board to include, among the six-member board, one active Delaware jockey and one retired Delaware jockey participating in the benefit program rather than two active Delaware jockeys. The Jockeys Health and Welfare Benefit Board administers the Delaware Jockeys Health and Welfare Benefit fund that provides health and other welfare benefits for active, disabled, and retired jockeys.
