An Act To Amend Chapter 65, Title 11 Of The Delaware Code Relating To The Employment And Payment Of Personnel By The Department Of Correction. [HB-264]
This Bill will enable the Department of Correction to offer casual seasonal employment for up to 6 months to ex-offenders who demonstrate exceptional job skills while enrolled in a Level 4 or Level 5 vocational program, notwithstanding any prior felony convictions. This Bill also makes certain changes to the Department’s existing application and review processes to conform to existing practices. The ex-offender program contemplated in this Bill will be funded exclusively by the Delaware Correctional Industries Special Fund.

An Act To Amend Title 29 Of The Delaware Code Relating To Public Works Contracts. [HB-270]
This bill requires all contractors, subcontractors and independent contractors performing work under a public works contract to have an occupational and/or business license. Furthermore, this bill requires that all contractors verify that its subcontractors and independent contractors have an occupational and/or business licenses. A violation of this new section may result in a civil penalty.

An Act To Amend Chapter 349, Volume 78 Of The Laws Of Delaware Relating To Driving A Vehicle While Under The Influence. [HB-277]
This Act extends the sunset provision contained within Volume 78, Chapter 349, of the Delaware Laws by two years, to June 30, 2016. Volume 79, Chapter 349 of the Delaware Laws provided the State the same statutory transfer rights afforded defendants charged with Driving Under the Influence (“DUI”). This single track for the disposition of DUI offenses provides a mechanism for the development and implementation of specialized (treatment focused) sentencing and subsequent intensive Court supervision (probation) of DUI offenders. An Act To Amend Title 21 Of The Delaware Code Relating To Arrest Without Warrant For Motor Vehicle Violations. [HB-280]
Delaware law enforcement agencies are currently limited to making arrests for cell phone and seatbelt violations to only when the offense occurs in the presence of the police officer. This bill adds these two violations to Title 21, Chapter 7, 701 along with speeding and red light violations as offenses where an arrest is permissible when an observing officer relays the violation information to another officer and is in a position to verify that the appropriate vehicle was stopped.

An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Liquors And Movie Theaters. [HB-299]
This legislation would allow for the sale and consumption of beer, wine and liquor at movie theaters, including consumption within the theater during a movie showing, something that is allowed in at least 30 states including Maryland, New Jersey, New York and Virginia. The bill defines a movie theater as one with at least 500 seats in a single theater or combination of theaters, open at least 5 days a week with at least 250 movie showings in a year. It sets the biennial fee for a movie theater license at $1,500, the same as the concert hall category
