This legislation changes the name of DNREC’s Division of Waste Management to Division of Waste and Hazardous Substances, and enumerates the programs organized under the newly-named Division. It re-designates the Division of Boiler Safety as a Program within the newly-named Division of Waste and Hazardous Substances, eliminates the position of Director of Boiler Safety, and moves the Boiler Safety enabling legislation from Chapter 80 of Title 29 to a new Chapter 74B of Title 7. An Act To Amend Title 9 Of The Delaware Code Relating To Property Subject To Taxation. [SB-105]

An Act To Amend Title 19 Of The Delaware Code Relating To Workers' Compensation And Payments For Injuries Or Death And Incidental Benefits. [SB-108]
Section 1 of this Bill would ensure that Delaware medical providers do not take advantage of the section of the statute that allows for the “greater of” clause by opening a facility across state lines to perform procedures on patients that could be performed in state to collect higher fees. At the same time, the Bill preserves the original intent of the statute, which allows an injured worker to receive specialized treatment outside the state. An Act To Amend Title 26 Of The Delaware Code Relating To Delaware's Renewable Energy Portfolio Standards And Delaware-manufactured Fuel Cells. [SB-124]
This Bill allows the energy output from fuel cells manufactured in Delaware that can run on renewable fuels to be an eligible resource to fulfill a portion of the requirements for a Commission-regulated utility under the Renewable Portfolio Standards Act. In addition, this Bill makes Delmarva Power & Light responsible for the RPS obligations of all its customers, and creates a process to assure that any supplier contracts in place are grandfathered through the transition.
