An Act To Amend Title 25 Of The Delaware Code Relating To Manufactured Homes And Manufactured Home Communities. [HB-233]
This bill eliminates from Title 25 of the Delaware Code language providing that if the Board of Directors of the Delaware Manufactured Home Relocation Authority does not adopt an adjusted assessment on or before January 31, 2006 then the Board shall eliminate the fees in its entirety. The Authority having complied with the requirement, the sentence is no longer relevant.

An Act To Amend Title 11 Of The Delaware Code Relating To Tobacco Substitutes. [HB-241]
This Bill defines tobacco substitute to include modern e-cigarettes, and prohibits a person from selling or distributing tobacco substitutes to minors. This Bill further prohibits minors from purchasing or receiving such tobacco substitutes. This Bill is intended to treat a tobacco substitute the same as a tobacco product under Chapter 5, Title 11 of the current Delaware Code. Currently at least 27 states prohibit the sale of e-cigarettes to minors.

An Act To Amend Title 16 Of The Delaware Code Relating To Access To Private Bathrooms. [HB-245]
This bill would require retail establishments to allow access to an employee bathroom for customers with Crohn’s disease, colitis, or other condition or device requiring immediate access to a restroom facility. An Act To Amend Title 21 Of The Delaware Code Relating To Insurance Cards. [HB-258]
This bill allows for the insurance cards in an electronic format to be used as proof of insurance. Using an electronic format would not act as consent to access other contents on the device, nor would it expand or restrict investigative or search authority. Law enforcement officers, justice of the peace, and other state officials are not liable for any damage to the device that is the result of the insured using it to present proof of insurance.

An Act To Amend Chapter 7, Volume 78, Laws Of Delaware Relating To Public Education. [HB-259]
This bill removes the sunset provision from the public education unit count law adopted in the first session of the 146th General Assembly. The provision, previously set to expire April 1, 2012, was extended two years by legislation in the second session of the 146th General Assembly. Removing the provision allows the law to continue permanently beyond April 1, 2014.
