This bill would prohibit a public employer from inquiring into or considering the criminal record, criminal history or credit history or score of an applicant before it makes a conditional offer to the applicant. It would permit inquiry and consideration of criminal background after the conditional offer has been made. An Act To Amend Title 29 Of The Delaware Code Relating To Compensatory Payments For Certain Exempt Properties Owned By The State. [HB-169]
This bill changes the program for distributing payments to cities with tax-exempt properties owned by the State. Instead of directing payments only to county seats (Wilmington, Dover, and Georgetown), the bill will authorize payments as well to any city with a population over 25,000 and more than 20% tax exempt property. It also raises the annual cap on the amount distributed by $500,000 and adjusts the formula under which these distributions are made. An Act To Amend Title 6 Of The Delaware Code Relating To The Partnership And Association Docket Fee For Filing Certificate. [HB-19]
This bill modifies the Prothonotary’s fee for filing a certification registering a trade name to make it consistent with the fee as set forth in Superior Court Civil Rule 77(h)F which is currently $25.00. The fee of $5.00 was set in 1980. In addition, this bill deletes the reference to recording the filing of the certificate in a “book.” The filing of a trade name or fictitious name certificate is docketed and recorded in a database.

An Act To Amend Title 29 Of The Delaware Code Relating To Bonds And Notes Of The State. [HB-195]
This bill institutes a graduated schedule for Delaware General Obligation Bonds using a as a basis the interest rate announced by Municipal Market Data on March 31 of the year prior to the fiscal year in which the borrowing is undertaken. This graduated schedule modernizes the borrowing limit calculation for general obligation bonds to reflect interest rates. This also lowers the total debt service authorized from 15% to 12.5%.
