This bill clarifies the landlords obligation to respect the privacy of tenants and not enter a lot without the tenant’s or an adult resident’s permission unless certain emergency circumstances exist and for clearly identified regular tasks, such as maintenance. This bill also requires landlords to provide a rental agreement addendum to their existing tenants reflecting this clarification to their rental agreements.

An Act To Amend Title 29 Of The Delaware Code Relating To Lobbyists. [HB-13]
This bill prohibits a former member of the General Assembly from acting as a lobbyist for a period of one year after such person’s term of office ends. Any person who knowingly violates this section shall be guilty of an unclassified misdemeanor. This bill shall take effect January 1, 2015.

An Act To Amend Title 13 Of The Delaware Code Relating To Gestational Carrier Agreements. [HB-131]
This Act establishes that gestational carrier arrangements are legal contracts. It establishes a set of consistent standards and procedural safeguards applicable to all agreements for the protection of all parties involved in a gestational carrier arrangement. An Act To Amend Title 11 Of The Delaware Code Relating To Penalties For Offenses Committed Within The Jurisdiction Of The City Of Wilmington. [HB-146]
This Act requires persons convicted of criminal offenses committed within the jurisdiction of the City of Wilmington to pay a $25.00 penalty to offset the costs incurred by the City to investigate, arrest and participate in the prosecution of such offenses in State court. Traffic offenses committed within the jurisdiction of the City of Wilmington are not subject to the penalty. Given the City of Wilmington’s high crime rate, this penalty will help to offset the high price of policing and investigation in the City.

An Act To Amend Title 29 Of The Delaware Code Relating To Retirement Plans. [HB-148]
This bill would direct the Office of the State Treasurer to add a Roth option to state sponsored 403(b) and 457(b) savings plans that are offered to eligible teachers and state employees. This bill would not require the state to contribute any additional funds into the retirement plans.
