An Act To Amend Title 6 Of The Delaware Code Relating To Price Protections During The Covid-19 Recovery Period. [SB-253]
This Act ensures that the price protections for Delawareans related to price gouging put in place during the COVID-19 state of emergency do not cease immediately upon the lifting of the COVID-19 state of emergency, but instead continue for a short period of time during the COVID-19 recovery period. The COVID-19 recovery period runs until the sixty-first day following the termination of the COVID-19 state of emergency.

An Act Amending The Charter Of The City Of Newark, Being Chapter 152 Of Volume 48, Laws Of Delaware, Relating To The Required Date For Submission And Approval Of The Five-year Capital Program. [HB-102]
As to the Newark City Charter, this bill changes the required submission date of the Capital Improvement Program to the Council from July 15 to November 15. This change provides ample time for development and submission of a combined budget and reduces the likelihood of unreliable forecasts.

An Act To Amend Title 15 Of The Delaware Code Relating To Elections. [HB-105]
This bill provides for election day registration for presidential primary, primary, special, and general elections whereas currently the deadline is the fourth Saturday prior to the date of the election. Moreover, same day registration at polling places will be permitted with submission of valid government issued identification or other generally accepted proof of identification.

An Act To Amend Title 25 Of The Delaware Code Relating To Manufactured Homes And Manufactured Home Communities. [HB-106]
This bill amends section 7026 of title 25 regarding a manufactured housing home owners association’s (“HOA”) right of first offer to purchase their manufactured home community. The bill provides that a HOA’s alternative purchase offer will not expire after 12 months and will remain valid unless it is withdrawn by the HOA. The bill further permits a HOA to amend its alternative offer at any time and allows a HOA to match a third party’s lower price offer and all of the material terms and conditions of the lower offer. An Act To Amend Title 25 Of The Delaware Code Relating To Manufactured Homes And Manufactured Home Communities. [HB-107]
This bill provides that the buyer of an existing manufactured home shall have the option of assuming the existing lease from the seller of the home or entering into a new lease with the community owner. The bill also provides that the community owner must furnish the prospective buyer of the manufactured home with a copy of a proposed lease agreement and all other documents required to be provided under section 7005, at least 14 days in advance of the scheduled sale, conveyance, or transfer of title of the manufactured home.

An Act To Amend Title 16 Of The Delaware Code Relating To Chemicals In Consumer Products. [HB-111]
The legislation would require the State to publish a list of 50 to 100 chemicals of high concern in consumer products based on credible scientific evidence on a chemical’s hazards and its potential to expose pregnant women and children in or around the home, childcare facility, or school. The State may list chemicals of high concern based in part on previous findings by authoritative governmental agencies or similar listings by other states.
