This bill would prohibit a public employer from inquiring into or considering the criminal record, criminal history or credit history or score of an applicant before it makes a conditional offer to the applicant. It would permit inquiry and consideration of criminal background after the conditional offer has been made. The bill specifies that once a background check is conducted an employer shall only consider felonies for 10 years from the completion of sentence, and misdemeanors for 5 years from the completion of sentence. An Act To Amend Title 19 Of The Delaware Code Relating To Unemployment Compensation And Counseling, Training And Placement Activities. [HB-168]
Section 1 establishes a one-week waiting period as a condition of eligibility for unemployment insurance benefits for claims establishing a benefit year beginning January 1, 2014 and thereafter. Section 2 sunsets the one-week waiting period as a condition of eligibility for unemployment insurance for claims establishing a benefit year beginning January 1, 2017 and thereafter. An Act To Amend Title 29 Of The Delaware Code Relating To Compensatory Payments For Certain Exempt Properties Owned By The State. [HB-169]
This bill changes the program for distributing payments to cities with tax-exempt properties owned by the State. Instead of directing payments only to county seats (Wilmington, Dover, and Georgetown), the bill will authorize payments as well to any city with a population over 25,000 and more than 20% tax exempt property. It also raises the annual cap on the amount distributed by $500,000 and adjusts the formula under which these distributions are made. An Act To Amend Title 6 Of The Delaware Code Relating To The Partnership And Association Docket Fee For Filing Certificate. [HB-19]
This bill modifies the Prothonotary’s fee for filing a certification registering a trade name to make it consistent with the fee as set forth in Superior Court Civil Rule 77(h)F which is currently $25.00. The fee of $5.00 was set in 1980. In addition, this bill deletes the reference to recording the filing of the certificate in a “book.” The filing of a trade name or fictitious name certificate is docketed and recorded in a database.
