This bill provides that causes of actions regarding the performance or furnishing of land surveys and the creation or furnishing of survey products must be brought within 6 years or 3 years after the discovery of an error or omission, whichever occurs first. Causes of actions based upon gross negligence are not covered by this section.

An Act To Amend Title 29 Of The Delaware Code Relating To Lobbyists. [HB-13]
This bill prohibits a former member of the General Assembly from acting as a lobbyist for a period of one year after such person’s term of office ends. Any person who knowingly violates this section shall be guilty of an unclassified misdemeanor. This bill shall take effect January 1, 2015.

An Act To Amend Titles 10 And 11 Of The Delaware Code Relating To The Expungement Of Adult Arrest Records. [HB-134]
This Bill makes the statutory scheme for expungement of adult criminal offenses more efficient and, by doing so, will require less Superior Court resources. By including the successful completion of “probation before judgment” within the definition of “terminated in favor of the accused” the legislation improves an inadvertent drafting oversight. This bill continues the process of updating the Liquor Control Act to make it more modern and consumer-friendly. Section 1 and 2 allow package stores to open at 8:00 a.m., instead of 9:00 a.m. on days other than Sundays. Section 3 allows package stores to open at 11:00 a.m. on Sundays instead of noon. All of these changes reflect consumer demand for more convenient shopping hours.

The first two sections of this Bill transfer authority for issuing new regulations from the Advisory Council of the Victims’ Compensation Assistance Program to the Program itself.
