An Act To Amend Title 29 Of The Delaware Code Relating To Lotteries. [HB-1]
This Act puts in place a temporary solution to allow for a fraternal or veterans organization with national affiliation or an organization whose membership consists primarily of veterans honorably discharged or active duty service member to operate charitable video lottery machines within their organizations upon approval from the Director of the Lottery. Such activity is only granted until June 30, 2013, at which time this Act sunsets.

An Act Amending The Charter Of The City Of Newark, Being Chapter 152 Of Volume 48, Laws Of Delaware, Relating To The Required Date For Submission And Approval Of The Five-year Capital Program. [HB-102]
As to the Newark City Charter, this bill changes the required submission date of the Capital Improvement Program to the Council from July 15 to November 15. This change provides ample time for development and submission of a combined budget and reduces the likelihood of unreliable forecasts.

An Act To Amend Title 24 Of The Delaware Code Relating To Architecture And Landscape Architecture. [HB-103]
Section 1 of this Bill replaces the position of Treasurer with that of Vice–President on the Board of Landscape Architecture. This change brings the Board of Landscape Architecture in line with other boards covered under Title 24 of the Delaware Code. Section 2 of this Bill removes a provision that has an outdated timeframe for applicants to complete practical training but retains the Board of Architecture’s ability to adopt regulations that are consistent with the current National Council of Architectural Registration Boards (NCARB) national standards. An Act To Amend Title 29 Of The Delaware Code Relating To Dna Testing. [HB-11]
This Bill permits employees that are trained by the Office of the Chief Medical Examiner to obtain biological samples. By eliminating the “medical” reference in the existing language, this legislation will allow for a broader pool of individuals to be trained and approved by the Office of the Chief Medical Examiner. This bill also allows agencies to purchase containers approved by the Office of the Chief Medical Examiner directly from product vendors.
