An Act To Amend Title 14 Of The Delaware Code Relating To The Delaware Interscholastic Athletics Association. [SB-111]
The Act requires the Delaware Interscholastic Athletic Association (DIAA) to adopt regulations regarding the appropriate recognition and management of student athletes exhibiting signs and symptoms consistent with a concussion during practices, scrimmages and interscholastic contests. It also requires the signing of an informational sheet by students and their parents or guardians. This Act is limited to member schools of the DIAA.

An Act To Amend Title 21, Chapter 41 Of The Delaware Code Relating To Bicycles. [SB-120]
This Bill would confirm that bicycles may legally operate when proceeding straight in right-turn-only lanes, as well as when operated upon the paved shoulders of the state’s roads and highways. Because many of these shoulders are also used as parts of entrances and turning lanes, the bicyclists are required to use due regard for those conditions in traversing these pavement segments.

An Act To Amend Title 26 Of The Delaware Code Relating To Delaware's Renewable Energy Portfolio Standards And Delaware-manufactured Fuel Cells. [SB-124]
This Bill allows the energy output from fuel cells manufactured in Delaware that can run on renewable fuels to be an eligible resource to fulfill a portion of the requirements for a Commission-regulated utility under the Renewable Portfolio Standards Act. In addition, this Bill makes Delmarva Power & Light responsible for the RPS obligations of all its customers, and creates a process to assure that any supplier contracts in place are grandfathered through the transition. An Act To Amend Title 16 Of The Delaware Code Relating To The Uniform Controlled Substances Act. [SB-160]
This Act amends the Uniformed Controlled Substances Act by clarifying that the definition of “designer drugs” covers those synthetic analogues of controlled substances that are made and distributed for drug use but due to their novelty have not yet been added to the schedule of controlled substances. This amendment to Delaware’s drug code will ensure there are no gaps in the law’s coverage of these dangerous substances as they surface. An Act To Amend Title 16 Of The Delaware Code Relating To Sexually Transmitted Diseases, Informed Consent, And Confidentiality. [SB-162]
This Act implements the September 2006 Centers for Disease Control and Prevention recommendations for increased HIV testing. Healthcare providers in clinical settings may adopt an HIV opt-out policy in which the patient will have the opportunity to choose to be tested for HIV as part of the patient’s routine medical care.
