The Delaware Elections Disclosure Act would reform and modernize Delaware’s election disclosure laws, and would accomplish several things. First, it would close a major loophole under existing law by requiring persons, other than political candidates and parties, who engage in “electioneering communications” before an election to file a report disclosing (among other things) the sources of funding for such ads. An Act To Amend Title 18 Of The Delaware Code Relating To School Based Health Centers And Insurance. [HB-303]
School Based Health Centers exist in 28 Delaware high schools and provide convenient and effective health services to students. The federal government is requiring that Delaware change the manner in which it bills for SBHC services, by requiring that private insurers be billed before Medicaid is billed. This legislation establishes the framework for doing such billing.

An Act To Amend Titles 19 And 29 Of The Delaware Code Relating To An Employment First Priority Policy For Persons With Disabilities. [HB-319]
All persons with disabilities, including veterans with service-connected disabilities, have a right to the opportunity for competitive employment. To promote the realization of this right, this bill creates the Employment First Act. The Act requires that state agencies that provide services and support to persons with disabilities shall consider, as their first option, competitive employment in an integrated setting for persons with disabilities. An Act To Amend Title 7 Of The Delaware Code Relating To Finfish. [HB-324]
This bill forbids the possession, sale, offer for sale, and distribution of shark fins in the State of Delaware. While shark finning (whereby a shark is caught, its fins cut off and the carcass dumped back in the water) is already prohibited by federal law and Delaware regulations, the possession, sale or distribution of shark fins is not. By prohibiting trade in shark fins, Delaware can help to reduce the supply and demand, and hence contribute to ending this barbaric practice throughout the region and the world.

This bill creates a fund for the Home of the Brave Foundation for the purpose of allowing individual taxpayers to designate on their Delaware income tax return donations to the Home of the Brave Foundation Fund.
