An Act To Amend Title 15 Of The Delaware Code Relating To Enhanced Disclosure, Reporting And Disclaimer Requirements In Delaware's Campaign Finance Laws. [HB-300]
The Delaware Elections Disclosure Act would reform and modernize Delaware’s election disclosure laws, and would accomplish several things. First, it would close a major loophole under existing law by requiring persons, other than political candidates and parties, who engage in “electioneering communications” before an election to file a report disclosing (among other things) the sources of funding for such ads. An Act To Amend Title 24 And Title 29 Of The Delaware Code Relating To The Licensure Of Thermal System Insulation Mechanics. [HB-302]
This bill creates the Board of Thermal System Insulation. The bill provides for licensing requirements for individuals that install or maintain thermal system insulation. This bill will not affect thermal system insulation work done on a single family residence. This bill will take effect on June 30, 2013.

An Act To Amend Title 18 Of The Delaware Code Relating To School Based Health Centers And Insurance. [HB-303]
School Based Health Centers exist in 28 Delaware high schools and provide convenient and effective health services to students. The federal government is requiring that Delaware change the manner in which it bills for SBHC services, by requiring that private insurers be billed before Medicaid is billed. This legislation establishes the framework for doing such billing.

An Act To Amend Titles 19 And 29 Of The Delaware Code Relating To An Employment First Priority Policy For Persons With Disabilities. [HB-319]
All persons with disabilities, including veterans with service-connected disabilities, have a right to the opportunity for competitive employment. To promote the realization of this right, this bill creates the Employment First Act. The Act requires that state agencies that provide services and support to persons with disabilities shall consider, as their first option, competitive employment in an integrated setting for persons with disabilities. An Act To Amend Title 7 Of The Delaware Code Relating To Finfish. [HB-324]
This bill forbids the possession, sale, offer for sale, and distribution of shark fins in the State of Delaware. While shark finning (whereby a shark is caught, its fins cut off and the carcass dumped back in the water) is already prohibited by federal law and Delaware regulations, the possession, sale or distribution of shark fins is not. By prohibiting trade in shark fins, Delaware can help to reduce the supply and demand, and hence contribute to ending this barbaric practice throughout the region and the world.

An Act To Amend Title 10 Of The Delaware Code Relating To Limitation Of Actions. [HB-347]
This bill provides that causes of actions regarding the performance or furnishing of land surveys and the creation or furnishing of survey products must be brought within 6 years or 3 years after the discovery of an error or omission, whichever occurs first. An Act To Amend Title 30 Of The Delaware Code Relating To Personal Income Tax. [HB-350]
This bill creates a fund for the Home of the Brave Foundation for the purpose of allowing individual taxpayers to designate on their Delaware income tax return donations to the Home of the Brave Foundation Fund. The Home of the Brave Foundation is a non-profit organization with the primary goal of assisting homeless Veterans gain control of their lives by, among other things, providing shelter, vocational counseling, and access or referrals to psychotherapy and substance abuse treatment programs.
