An Act To Amend Title 19 Of The Delaware Code Relating To The Construction Industry Independent Contractor Act. [HB-129]
This bill is the Construction Industry Independent Contractor Act. Employers in the construction industry who improperly classify construction employees as independent contractors deprive these employees of proper Social Security benefits and other benefits, while reducing the employers’ State and federal tax withholdings and related obligations. An Act To Amend Title 11 Of The Delaware Code Relating To Sex Offenders And Sexual Offenses. [HB-136]
This Act increases the criminal penalties of 779A, Title 11 of the Delaware Code against a person who has previously been convicted of a sex offense and is on the sex offender registry who then commits a sex offense against a child under the age of twelve years. This Act would make the penalty for a sex offender who commits a sex offense classified as a misdemeanor against a child under twelve years of age a class C felony. An Act To Amend Title 16 Of The Delaware Code Relating To The Delaware Healthy Children Program. [HB-139]
This Bill extends Delaware’s Childrens’ Health Insurance Program (CHIP) to include reduced-cost health insurance coverage for children of families with personal incomes above 200% of the Federal Poverty Level. An Act To Amend Title 9 Of The Delaware Code Relating To New Castle County And The Granting Of An Administrative Variance. [HB-14]
This Act would allow the New Castle County Department of Land Use to administratively grant a variance of 15% or 1 foot, whichever is greater, of the required dimensional restriction. This Act shall sunset one year after the date of enactment, absent additional action by the General Assembly. Upon such aforementioned repeal, the law immediately existing prior to enactment of this bill shall be re-enacted immediately without any further Act of the General Assembly.

An Act To Amend Title 18 Of The Delaware Code Relating To The Cancellation Or Nonrenewal Of An Automobile Insurance Policy. [HB-140]
This bill provides that an automobile insurance policyholder transferred between authorized insurers within the same insurance group is not a cancellation or nonrenewal if the premium is not increased and coverage is not reduced. The policyholder must be notified of the transfer in writing.

An Act To Amend Chapter 60, Title 7 Of The Delaware Code Relating To Recycling And Waste Reduction In The State Of Delaware. [HB-15]
It is the intent of the Legislature, in enacting this Bill, to encourage the use of reusable bags by consumers and retailers and to reduce the consumption of limited use plastic carryout bags that require massive quantities of oil, cause countless pollution, and, as such bags decompose, are harmful to the health of the environment and humans. This Bill would require a store, as defined, to establish an at-store recycling program that provides an opportunity for a customer of the store to return clean plastic carryout bags to that store.
