An Act To Amend Title 29 Of The Delaware Code By Creating An Office Of Policy Analysis And Government Accountability. [HB-474]
This bill creates the Office of Policy Analysis and Government Accountability (OPAGA). An Act To Amend Title 7 Of The Delaware Code Relating To Fees Chargeable In Connection With Stormwater Discharge. [HB-476]
This Bill provides a mechanism for providing relief from stormwater management fees imposed on property owners who do not currently discharge stormwater directly into a stormwater conveyance system constructed, maintained, or operated by the local government or conservation district imposing the fee. Fees currently charged in violation of this section are rescinded.

An Act To Amend Title 11 Of The Delaware Code Relating To The State Trooper Fund, Funded By An Additional Penalty Imposed By Courts For Various Crimes And Offenses. [HB-478]
To assure sufficient State Trooper presence in Delaware, the State Trooper Fund is created. This bill will establish a separate fund to provide supplemental funding for 30 additional State Troopers in the Department of Safety and Homeland Security. Monies for the Fund will come from penalty assessments imposed for criminal and traffic charges for which a defendant is sentenced.

An Act To Amend Title 11 Of The Delaware Code Relating To Police Chief Due Process. [HB-479]
This Act updates the Delaware Code relating to Police Chief Due Process by providing that the hearing, which may be private or public, at the police chief’s request, is conducted by a panel of three persons appointed by the Delaware Police Chiefs’ Council, the Delaware League of Local Governments and the Delaware Criminal Justice Council. This Act further authorizes the panel discretion to award attorney’s fees for a police chief in certain cases when there is a finding that just cause does not exist for dismissal, demotion or removal from office. An Act To Amend Title 11 Of The Delaware Code Relating To Crimes And Criminal Procedure. [HB-485]
This bill defines the Division of Professional Regulation as a "criminal justice agency" for purposes of Chapters 85 and 86 of Title 11. As a result, the Division will be provided greater access to information maintained by the State Bureau of Identification and Delaware Criminal Justice Information System (DELJIS). An Act To Amend Title 9 Of The Delaware Code Relating To County Governments [HB-487]
This Act prohibits County governments from requiring elected or appointed officials to waive their right to receive previously vested County pension benefits upon their election or appointment to office. This Act provides, however, that a former County employee who does not choose to give up previously vested County pension benefits shall not be eligible for additional years of service or additional vested pension benefits.

An Act To Amend Title 21 Of The Delaware Code Relating To Special License Or Registration Plates For Flyers Charities. [HB-489]
This Act creates a special license plate for Flyers Charities which will help raise both money and awareness for the charity’s philanthropic activities in Delaware. The threshold for license plates is lowered from 200 to 100 by this bill, in order to allow the Comcast-Spectacor Foundation to gain a stronger charitable presence in Delaware. An Act To Amend Titles 6, 9, 18, 19, 25 And 29 Of The Delaware Code Relating To Discrimination In Employment, Public Works Contracting, Housing, Equal Accommodations And The Insurance Business. [HB-5]
This Act adds the term “sexual orientation” to the already-existing list of prohibited practices of discrimination. As such, this Act would forbid discrimination against a person on the basis of sexual orientation in housing, employment, public works contracting, public accommodations, and insurance. In addition, this Act would establish that the Superior Court, in the first instance, would hear and adjudicate alleged criminal violations under the Act of equal accommodations, fair housing and employment discrimination.

An Act To Amend Title 29 Of The Delaware Code Relating To Unpaid Leaves Of Absence. [HB-53]
This bill prohibits the granting of a leave of absence to a State employee for the purpose of serving a term of incarceration imposed upon the employee after a conviction. The term ‘State employee’ is defined as any position of State employment, except a Constitutionally-created position or an elected position. The definition of conviction which is defined in 11 Del. C. 222(3) is “a verdict of guilty by the trier of fact, whether judge or jury, or a plea of guilty or a plea of nolo contendere accepted by the court.”
