An Act Amending Title 17 Of The Delaware Code Relating To Reforestation Activities Of The Department Of Transportation. [HB-421]
This bill modifies the existing laws regarding tree replacement for DelDOT projects. It permits the planting of trees within a DNREC-approved and maintained conservation easement area within the same or an adjacent watershed, if the normal mitigation measures cannot be implemented with existing construction project limits. The bill also gives DelDOT the opportunity to prepare and approve the landscape plan required under this subchapter, which would be performed by DelDOT’s Roadside Environmental Group. An Act To Amend Title 13 Of The Delaware Code Relating To Domestic Relations And Third Party Visitation. [HB-423]
This bill amends the third-party visitation statute. A provision in the statute which allowed two parents to override the Court’s decision (but not a single parent), was found unconstitutional by the trial court on equal protection grounds. This bill makes some minor technical changes to the statute as well as strengthens the constitutional protections of a fit parent’s objections to visitation requests.

An Act To Amend Title 28 Of The Delaware Code Relating To Combative Sports And Combative Sports Entertainment. [HB-427]
This bill provides that a person holding a combative sports entertainment event must provide for adequate security and emergency equipment and personnel to be present at the event. Additionally, if the services of any fire company, police agency, paramedic and/or emergency medical services provider is used for any participant of such event then the promoter of such event shall be responsible for the costs of the services provided. An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [HB-430]
This act requires scrap metal processors to photograph every seller and report every transaction relating to certain metals. Currently only transactions valued at $250 or more must be reported. Multiple sellers bring in metal items with no one selling $250 and therefore they avoid the reporting requirement. With the current rash of copper thefts this bill will increase reporting and increase the ability to identify sellers.

An Act To Amend Title 4 Of The Delaware Code Relating To Spirits, Wine, And Beer Tasting. [HB-432]
The law currently prohibits sampling of beer unless it is a new product line in the marketplace for less than one year. This Act would permit the tasting or sampling of beer no matter its tenure in the marketplace. The law also currently prohibits the sampling of spirits that are more than 80 proof. There are many “high end” spirits that are more than 80 proof and the tasting of these products could possibly convince consumers that these products are worth their higher cost. The sampling of the spirit would still be limited to no more than ounce.

An Act To Amend Title 14 Of The Delaware Code Relating To Unit Funding. [HB-436]
With the approval of the General Assembly (through Epilogue) the Delaware Department of Education (DDOE) first piloted the needs based system in two school districts, Brandywine and Seaford. Following the first year of implementation, the needs based structure proved beneficial and provided the districts with more options in the use of resources. Since the 2004-2005 school year, the General Assembly authorized (through Epilogue) the implementation of the needs based formula in twelve of the nineteen school districts. An Act To Amend Title 16 Of The Delaware Code Relating To Permitting The Delaware State Fire Prevention Commission To Establish A Delaware Burn Camp To Help Young People Who Have Suffered Burns. [HB-44]

Delaware's Confidentiality of Personal Health Information Statute prevents DHSS from engaging in activities, permitted under federal HIPAA, which would protect Delaware residents. An Act To Amend Titles 10, 11, 16 And 21 Of The Delaware Code Relating To Drug Laws, Crimes And Criminal Procedure, Sentencing Accountability, Courts And Judicial Procedure, And Motor Vehicles. [HB-443]
