An Act To Amend Title 21 Of The Delaware Code Relating To Consuming Alcoholic Beverages Or Marijuana. [HB-469]
While the consumption of marijuana while driving is an unclassified misdemeanor under § 4764(d) of Title 16 of the Delaware Code, this Act also makes the consumption of marijuana while driving a motor vehicle violation, like alcohol currently is. Thus, this Act enables law enforcement officers to charge a lesser offense and to use a traffic ticket rather than a criminal summons or warrant. This would enable an individual to avoid a conviction for a misdemeanor, as well as provide a better understanding to the general public that marijuana usage

An Act To Amend Title 10 And Title 11 Of The Delaware Code Relating To Firearms. [SB-302]
This Act is named for Keshall KeKe Anderson. KeKe was an innocent bystander who was killed in a 2016 shooting involving a firearm purchased through a straw purchase. In 2019, in a lawsuit by KeKes family against the dealer of the firearm involved in her death, the Delaware Supreme Court affirmed the Superior Courts decision interpreting § 1448A of Title 11 of the Delaware Code to grant a firearm dealer full immunity from liability, even if the firearm dealer is negligent in selling a firearm to a straw purchaser. Under current Chapter 27 of Title 10 the Board of Examiners of Constables is charged with appointing constables and certifying their commissions as well as monitoring their training and in-service. Currently, there is no member on the Board who acts as a representative for constables.
