An Act To Amend Title 11 Of The Delaware Code Relating To Crimes And Criminal Procedure [HB-346]
This bill makes it illegal to knowingly possess visual depictions of the intentional torture or killing of an animal. For a person to be found guilty under this statute, such person must knowingly and voluntarily possess the depiction. The underlying act must also be illegal under existing Delaware or federal law. For example, under Delaware law, acts of animal cruelty, cockfighting and dogfighting are illegal, and this law would ban the intentional depiction of such acts. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-348]
This purpose of this Act is to provide greater protections for Delaware’s vulnerable and infirm adults, individuals the General Assembly considers to be particularly at risk of physical, emotional and/or financial exploitation. The Act creates a new criminal offense, Crime Against the Vulnerable or Infirm, which imposes enhanced penalties in more than 60 criminal offenses if the victim is a vulnerable or infirm adult.

An Act To Amend Title 14 Of The Delaware Code Relating To Parental Involvement In Schools. [HB-350]
Section 1 of this bill would require schools to seek the signature from each parent of a parent/school compact at the beginning of each school year, reflecting an updated Parents’ Declaration of Responsibilities to be prepared by the State and parent organizations. Existing law encourages, but does not require, that parents be asked to sign such a compact. This Act creates the Delaware Aging and Disability Resource Center within the Division of Services for Aging and Adults with Physical Disabilities of the Department of Health and Social Services, replacing the current Elder Care Information and Support System for Delaware Families. An Act To Amend Title 7 Of The Delaware Code Relating To Environmental Control. [HB-355]
This Bill requires an expedited authorization process for the replacement or rebuilding of docks, piers, or bulkheads when they are being rebuilt on the existing or previously existing structural footprint. If the Secretary wrongfully denies such application the State shall be liable for the applicant’s reasonable attorney fees and expenses. The State’s immunity to liability is expressly waived.

An Act To Amend Titles 16 And 29 Of The Delaware Code Relating To Nursing Facilities And Similar Facilities. [HB-36]
This Bill clarifies the role of the Community Legal Aid Society, Inc. (CLASI), designated for the past 30 years as Delaware’s Protection and Advocacy Agency pursuant to federal law, in protecting patients and residents in nursing and similar facilities. As a complement to the existing protective system operated by the Department of Health and Social Services, CLASI is authorized to solicit and investigate reports of abuse, neglect, mistreatment and financial exploitation in covered facilities. An Act To Amend Title 29 Of The Delaware Code Relating To Certain Positions In The Court Of Common Pleas. [HB-365]
This legislation designates the upper-level management positions in the Court of Common Pleas from classified service to exempt service, consistent with similar positions in the Superior Court and the Family Court. An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicles And Commercial Driver Licenses. [HB-368]
During a February 2009 Federal Motor Carrier Safety Administration (FMCSA) commercial driver license (CDL) program compliance review, Delaware was found out of compliance for lacking the specific statutory authority to impose certain federally regulated CDL program requirements.
