An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-299]
Currently, if a person intentionally causes serious physical injury or physical injury to first responders such as a law enforcement officer or firefighter that person has committed the offense of assault in the first degree or assault in the second degree respectively. This bill includes emergency medical technicians, fire police, fire marshals and paramedics acting in the lawful performance of duty to the group of first responders listed as special victims for assault in the first degree and assault in the second degree.

An Act To Amend Title 10 Of The Delaware Code Relating To Reporting Financial Exploitation Of The Elderly And Infirm. [HB-302]
This bill is intended to encourage the reporting of suspected financial exploitation of the elderly and infirm adults by providing immunity from criminal and civil liability for making such reports. Under the bill, anyone who makes a good faith report to law enforcement authorities of such suspected activity is immune from criminal and civil liability for making that report. In addition, any person that adopts a formal written program for reporting suspected financial fraud is immune from civil or criminal liability for any report, act, or omission

An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-304]
This bill provides that a person who stands in a position of trust, authority or supervision over a child who is at least 16 years old but not yet 18 years old and intentionally engages in sexual intercourse or sexual penetration with such child or an invitee or designee of such person shall have committed the offense of Rape in the 3rd degree which is a class B felony. This offense is currently Rape in the 4th degree which is a class C felony.

An Act To Amend Title 21 Of The Delaware Code Relating To Driving A Vehicle While Under The Influence. [HB-315]
This Act protects the community by increasing the level of services and supervision applicable to those individuals convicted of Driving Under the Influence. The Act protects residents of the State of Delaware by requiring mandatory use of approved ignition interlock devices and participation in victim’s interaction sessions for first-time offenders. Similarly, this Act requires mandatory in-patient substance abuse treatment, Continuous Remote Alcohol Monitoring, and ongoing substance abuse testing for second-time offenders.

This bill provides that any person who solicits door to door sale shall display a door to door salesperson identification card which shall include the person’s name, employer, employer telephone number, employer address and State of Delaware business license number. This bill also provides that door to door sales shall only be solicited between the hours of 9 a.m. to 7 p.m.
