An Act To Amend Title 17 Of The Delaware Code Relating To Agreements The Department Of Transportation Makes With Local Jurisdictions For Traffic Studies Related To Development. [HB-101]
This legislation requires traffic impact studies or traffic operational analyses authorized pursuant to Department of Transportation agreements with local governments to cover a zone of impact estimated by the Department and not be limited to a geographic area specified in such agreement. This will require such agreements to be rewritten.

An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Beverages And Gathering Licenses. [HB-105]
This Act would allow, but not require, retailers and importers (a.k.a. wholesalers) to donate alcoholic beverages to not-for-profit organizations if such organization has obtained a “gathering license” from the Commissioner. This Bill would also permit a gathering licensee to sell alcohol for consumption off the premises where the alcohol was sold so long as such sale is by means of a raffle or auction, live or silent, and the total amount of alcohol sold does not exceed 10 gallons in a single day. An Act To Amend Title 13 Of The Delaware Code Relating To The Domestic Violence Coordinating Council. [HB-106]
These amendments task the Office of the Chief Medical Examiner with sending to the Domestic Violence Coordinating Council a monthly report of the homicides and suicides that occurred in Delaware, to better identify fatal incidents related to domestic violence and adds one additional chair to the Fatal Incident Review Team, increasing the number of co-chairs from two to three.

An Act To Amend Title 10 Of The Delaware Code Relating To Pleadings And Practice. [HB-12]
This bill ensures that for a period of two (2) years beginning July 1, 2011, victims of childhood sexual assaults by adult public sector employees may bring actions. Additionally, in the future sovereign immunity is waived as to the State and its political subdivisions, including school districts, for sexual abuse of a minor by an adult.

An Act To Amend Titles 7 And 30 Of The Delaware Code Relating To Gross Receipts Taxes. [HB-127]
This Act provides a gross receipts tax cut to all taxpayers by: (a) cutting rates across-the-board by 3% and (b) increasing by 25% the monthly and quarterly exclusion levels for all business categories. It clarifies the rate reduction scheduled to take effect in 2014 and it restores full funding for the Hazardous Substance Clean-up program two-years earlier than originally planned. An Act To Amend Title 30 Of The Delaware Code And Chapter 77, Volume 77 Of The Laws Of Delaware Relating To Taxes On Personal Income. [HB-128]
This Act reduces from 6.95% to 6.75% the personal income tax rate on taxable income in excess of $60,000. The Act also maintains the 2014 sunset, which returns the top rate to 5.95%.
