An Act To Amend Title 29 Of The Delaware Code Relating To Fiscal Regulations Of The State And The Creation Of A General Fund Account For Disaster Relief. [HB-417]
This Act creates the Delaware Disaster Relief Fund based on a percentage of the General Fund Operating Budget. The Fund may be used in the case of natural or manmade disasters affecting the health and safety of the citizens of Delaware. This Fund will allow various State agencies to repair and resolve disaster problems quickly without impacting currently-funded projects. It will allow an orderly and timely response to emergency needs.

An Act To Amend Title 6 Of The Delaware Code Relating To Consumer Legal Finance Transactions. [HB-422]
This Act adopts the “Delaware Consumer Legal Finance Regulatory Act” to ensure protections for individuals who enter into consumer legal finance contracts. A consumer legal finance transaction is one in which person assigns a contingent right to receive an amount of the potential proceeds of their legal claim to Consumer Legal Finance Company in exchange for money. An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Liquors, Offenses Concerning Certain Persons And The Creation Of A Civil Cause Of Action For Injuries Caused By Certain Persons. [HB-428]
This Act increases the minimum fine (from $100 to $250) for purchasing or providing alcohol to a person under the age of 21 and makes performance of community service mandatory for such an offense. The Act also establishes a civil cause of action which would allow a person injured by intoxicated minor (defined as person under the age of 21) to sue the adults or entity which provided alcohol to the minor. An Act To Amend Title 24 Of The Delaware Code Relating To The Treatment Of Minors By Physicians Under The Medical Practice Act. [HB-456]
This act would require a physician or physician's assistant treating a person 15 years of age or younger to have another adult in the room when that child is disrobed, partially disrobed or otherwise undergoing certain physical examinations. An Act To Amend Titles 11, 24 And 29 Of The Delaware Code Relating To Training On Child Sexual And Physical Abuse, Exploitation And Domestic Violence And The Mandatory Reporting Thereof. [HB-457]
This act implements several recommendations made by Dean Linda Ammons and the Delaware Department of Justice concerning additional training for the medical community and law enforcement on the prevention of child sexual and physical abuse and mandatory reporting obligations. Sections 1 and 2 require that new physicians swear that they have reviewed and acknowledged their duty to report unprofessional conduct to the Board, and training on child abuse and related issues would be required as part of the renewal process. An Act To Amend Title 24 Of The Delaware Code Relating To Registration To Practice Medicine. [HB-458]
This act improves the licensure and renewal requirements of Delaware law for physicians. Section 1 requires disclosure an applicant for licensure or renewal to disclose any professional regulatory investigation, and requires physicians to be fingerprinted by the State Bureau of Identification at least every ten years. This act improves the reporting process of the Board of Medical Practice by strengthening the Board's authority to police unprofessional conduct and clarifying and simplifying the Board's administrative procedures to improve the efficiency of the board and its ability to work with law enforcement.
