Currently, all school districts, including vocational schools, are subject to the Auditor of Accounts. Edits to the November 2010 Charter School Manual removed instructions for charter schools to go through Auditor of Accounts when contracting for audits. There is presently no legislative authority to require charter schools to submit to the Auditor of Accounts processes. This bill adds charter schools to the list of entities for audits through the Auditor of Accounts. The bill takes effect so that the Auditor of Accounts shall conduct postaudits

An Act To Amend Title 30 Of Delaware Code Relating To Personal Income Tax. [HB-196]
This bill lowers the current tax rates by .05% for each bracket. The bill also creates a new tax bracket at $125,000 with a rate of 7.05%, and an additional bracket at $250,000 with a rate of 7.80%. The bill also provides a tiered reduction of the otherwise available itemized deduction based upon the individual’s taxable income.

This bill enlarges the scope of a criminal charge of Possession of a Weapon in a Safe School and Recreation Zone. Currently, the definition of a “Safe School and Recreation Zone” focuses on buildings and structures used as a recreation center, athletic field or sports stadium. It does not expressly apply to parks used as a recreation area or to parkland under 9 Del. C. 8110(a)(2). An Act To Amend Title 7 Of The Delaware Code Relating To Recycling And Waste Reduction. [HB-202]
This bill expands upon the existing at-store recycling program regarding the use of single-use plastic bags. The existing requirements will continue, however stores subject to this program will now be required to charge 5 cents for every single use carryout bag that is provided to customers. There are also reporting requirements to help track the fees that are charged and the distribution of the single use bags. This reporting will detail the manner in which these funds are expended, as the stores will be authorized to use the fees that are collected

This bill revises the procedure for impounding an animal which has allegedly been the subject of cruelty. The bill also creates a civil cause of action for Society for the Prevention of Cruelty to Animals to file suit against any person who engaged in cruelty to an animal. There is an express exemption from the ground of abandonment for releasing a cat as part of the Trap, Neuter and Release Program.
