This bill reflects current practice within Family Court as to how and when one files for Extended Jurisdiction. This bill provides for a petition for extended jurisdiction to be filed by the youth who will be or was in foster care at age 18 or by the youth’s representative, requesting that Family Court be authorized to hold proceedings past the youth’s eighteenth birthday for the purpose of reviewing the youth’s independent living services. An Act To Amend Title 11 Of The Delaware Code Related To Cruelty To Animals. [SB-22]
This bill allows first responders to use reasonable force to remove an animal confined in a motor vehicle under conditions likely to cause suffering, injury or death. The bill also allows a person removing an animal to use reasonable means to contact the owner and if unable to locate the owner, take the animal to an animal shelter. The bill provides for issuance of a fine in an amount no higher than $1,000 for a first offense.

An Act To Amend Title 15 Of The Delaware Code Relating To Campaign Finance, Reporting, And Disclosure. [SB-224]
This Bill requires political committees to report a contributor’s occupation and employment information. This is already a requirement in federal campaign finance law. If only a contributor’s name and address are disclosed (without occupation and employer), it is difficult to determine which industry, company, or group is funding a candidate. This will assist in furthering transparency and disclosure in the electoral process. It also addresses the obligation of the reporting candidate and treasurer.

According to data provided by the Delaware Department of Education (“DOE”), thousands of Delaware students receive out-of-school suspensions each year for minor infractions, such as being unprepared or late for class, dress code violations, and disrespectful behavior. In 2013, only 2% of out-of-school suspensions were for serious offenses such as weapons, drugs, or serious violence. An Act To Amend Title 15 Of The Delaware Code Relating To Elections. [SB-242]
This Act eliminates the financial bar to voter registration and makes technical changes to bring the chapter into conformity with 2, article V of the Constitution of this State, which no longer requires a 5 year waiting period before a person convicted of a non-disqualifying felony may register to vote. This Act also makes technical corrections to conform existing law to the guidelines of the Delaware Legislative Drafting Manual.
