This Bill implements certain recommendations of the Lottery & Gaming Study Commission adopted on January 22, 2015 but not implemented by legislation in 2015. The Bill intends for the State to continue to benefit from video lottery proceeds, allows for continued employment at the State’s three video lottery facilities, and allows for the reinvestment of capital in those facilities to enable them to compete and remain vibrant tourism enterprises for the State. This Act is the first leg of an amendment to the Delaware Constitution to provide for equal protection regardless of race, sex, age, religion, creed, color, familial status, disability, sexual orientation, gender identity, or national origin. This Act enshrines the value of equality in the Delaware Constitution and will cause any unequal treatment of or discrimination against members of the protected classes listed to be subject to the strictest scrutiny. The continued existence and dissemination of juvenile criminal histories hampers an individual’s ability to be successful and a productive member of society. These criminal histories are a hindrance to employment, education, housing and credit. It is often difficult for indigent children, especially children in foster care, to overcome the hurdles required to obtain an expungement.
