During the 147th General Assembly, House Bill 346 was signed into law. House Bill 346, which codified the work of the HJR 17 Study Group to comprehensively update the state civil mental health laws, created a definition of psychiatrist which specifically names one accredited residency program. There is at least one psychiatrist in Delaware who completed a different accredited residency program. An Act To Amend Title 11 Of The Delaware Code Relating To The Crime Of Impersonation [HB-80]
This Bill adds to the crime of impersonation by including the impersonation of our members and veterans of the United States Armed Forces, commonly known as “Stolen Valor”. The crime is only applicable when the person intends impersonate a member or veteran of the United States Armed Forces in order to gain money, discounts, or other tangible benefits.

An Act To Amend Title 29 Of The Delaware Code Relating To The State Merit System Of Personnel Administration. [HB-88]
This bill extends the veterans’ preference points in the State merit system. Currently, the preference is limited to veterans of the armed force who served during wartime. The bill allows all veterans who served on active duty and were honorably terminated to receive the preference points. Also, the bill allows members of the Delaware National Guard or a reserve unit to receive the points if that member has put in at least 20 years.

This bill promotes public safety by authorizing wireless service providers to give call location information concerning the telephone of a wireless service customer to a requesting law-enforcement agency or public safety answering point. This bill involves the public school immunization program. Currently, the Affidavit of Religious Belief does not expressly alert parents or guardians who file for the religious exemption from the program that the child will be temporarily excluded from school in the event of an epidemic of a vaccine preventable disease. An Act To Amend Title 14 Of The Delaware Code Relating To Silent Alarm Systems In Public Schools. [HB-96]
This Act requires each public school district to equip the schools within their respective jurisdictions with an adequate number of panic buttons that may be used to immediately alert local law enforcement authorities of a security threat at a school. Once activated, the required silent alarm system will immediately alert authorities without simultaneously activating an audible alarm within the school building.
