An Act To Amend Title 16 Of The Delaware Code Relating To Delaware Medical Orders For Scope Of Treatment Act. [HB-64]
This Act authorizes the use of Medical Orders for Scope of Treatment in Delaware. This document, a “DMOST form,” will allow Delawareans to plan ahead for health-care decisions, express their wishes in writing, and both enable and obligate health care professionals to act in accordance with a patient’s expressed preferences. Section 1 of this Bill adds a new chapter outlining the scope and requirements of a DMOST. The statute authorizes a medical order which is transportable, standardized, and implements a patient's end-of-life care preferences.

An Act To Amend Title 16 Of The Delaware Code Relating To Access To Private Restrooms. [HB-65]
The 147th General Assembly passed a bill to allow access to private restrooms for persons suffering from Crohn’s, colitis or similar conditions. That Act provided that persons with such conditions must provide written documentation, such as “an identification card that is issued by a nationally-recognized health organization or a state agency,” as proof of their condition when requesting use of a private facility. An Act To Amend Title 11 Of The Delaware Code Relating To Strangulation. [HB-7]
In 2010, the Legislature added the crime of Strangulation, a Class D or Class E felony, to the Delaware Code. This bill adds Strangulation to the list of violent felonies. As a result, the provisions of 11 Del. C. 2116 governing the revocation of bail upon subsequent arrest shall apply to an offense of Strangulation.

An Act To Amend Title 6 Of The Delaware Code Relating To Sale Of Helmets. [HB-73]
Currently, there are helmets being sold in Delaware that are being advertised as being appropriate for use when operating a motorcycle even though they are not approved for highway use. This bill will prohibit retailers from advertising or stating that a helmet is qualified for use when driving a motorcycle if the helmet is not approved for highway use under Delaware law.

An Act To Amend Title 13 Of The Delaware Code Relating To Child Supervision. [HB-78]
This bill prohibits any child under the age of 12 from being left alone without adequate supervision. The use of a babysitter who is at least 12 years old is permissible under this bill. This bill codifies existing regulations implemented by the Delaware Division of Family Services.
