An Act To Amend Title 15 Of The Delaware Code Relating To Municipal Elections. [HB-395]
Pursuant to longstanding United States Supreme Court precedent, it is unconstitutional to require a person to be a resident of the voting state, district, or municipality for any length of time that exceeds the time necessary to effectively register voters prior to an election. See Marston v. Lewis, 410 U.S. 679 (1973); Dunn v. Blumstein, 405 U.S. 330 (1972). In Delaware, 30 days prior to the election is the current deadline for registering to vote in statewide and national elections. 15 Del. C. 2036. An Act To Amend Title 14 Of The Delaware Code Relating To Educator Evaluations. [HB-399]
This bill makes changes to the educator evaluation system. The General Assembly passed House Joint Resolution No. 6, as amended by House Amendment No. 1, directing the DPAS II Advisory Committee to establish a subcommittee in order to review and make recommendations for changes to the current educator evaluation system. The DPAS II Subcommittee issued its Final Report on March 31, 2016, and found that, while there were many issues surrounding the effectiveness of the DPAS II system, the major issue has been Component V, Student Improvement. An Act To Amend Title 19 Of The Delaware Code Relating To Employment Discrimination. [HB-4]
This bill expressly prohibits employment discrimination based on surviving sexual assault, domestic violence, or stalking. Employers must provide reasonable accommodations, which may include re-purposing accrued leave originally designated for a different purpose.

An Act To Amend Title 29 Of The Delaware Code Relating To The Freedom Of Information Act. [HB-42]
Currently FOIA applies to their Boards of Trustees and their documents relating to the expenditure of public funds. Also under current law, as of July 1, 2015, the universities will have to indicate on any request for proposal or other competitive bidding solicitation when it relates to the proposed use of public funds, regardless of amount of percentage. This Act removes the exemption from the Freedom of Information Act (FOIA) and thus fully applies FOIA to the University of Delaware and Delaware State University, including the Board of Trustees.

An Act To Amend Title 29 Of The Delaware Code Relating To State Procurement. [HB-437]
This bill requires that all contractors and subcontractors are required, independently or through agreement with other organizations, to provide craft training for journeyman and apprentice levels through a bona fide program approved by and registered with the State of Delaware and/or United States Department of Labor for projects in which workers shall be paid the prevailing wage under 6960 of Title 29.

An Act To Amend Title 16 Of The Delaware Code Relating To Flame Retardants. [HB-44]
This Act protects children and families from the harmful effects of certain flame retardants used in furniture by adding a new chapter 105 to Title 16. Section 10501 provides definitions applicable in this chapter. Section 10502 prohibits the sale or distribution of children’s products or furniture containing TRIS in greater than fifty parts per million in any component product beginning in July 2015, and prohibits the sale or distribution of children’s products or furniture containing any “chemical of high concern,” as of July 2016.
