An Act To Amend Title 14 Of The Delaware Code Relating To Public Schools. [HB-30]
This bill provides State funding to kindergarten through third grade for basic special education. State funding already occurs for intensive and complex special education during these grades. Currently the basic special education funding runs from fourth through twelfth grade. This bill is an effort to promote earlier identification and assistance for basic special education needs which should then mitigate costs over the long term.

An Act To Amend Title 29 Of The Delaware Code Relating To Family Leave. [HB-301]
Mothers who give birth to monoamniotic twins are often hospitalized as early as 26 weeks into the pregnancy due to the risk of complications of having twins share a single amniotic sack. Mothers who give birth to multiples of 3 or more often have the same issue of requiring extensive medical pre-natal care. As a result, the benefits provided under the federal Family and Medical Leave Act (FMLA) are often exhausted by the time the mother and children are discharged from the hospital. An Act To Amend Title 14 Of The Delaware Code Relating To Fees For Educator Licensure. [HB-307]
In 2015, the Legislature enacted the one-time fee of no more than $100 for an educator’s first license in Delaware. This Bill provides a waiver for graduates of Delaware high schools and graduates of teacher preparatory programs located in Delaware.

An Act To Amend Title 10 Of The Delaware Code Relating To Concurrent Jurisdiction. [HB-310]
This Act provides Family Court with the jurisdiction to continue to review youths who have severe and persistent mental or behavioral health disorders, and who require services or treatment but are not amenable to or compliant with such services. This Act authorizes the Family Court to order the Department of Health and Social Services of Services (“DHSS”) to determine whether a child who is 17 years of age or older and in the custody of the Department of Services for Children, Youth and their Families (“DSCYF”) qualifies for adult mental or behavioral health services. An Act To Amend Title 19 Of The Delaware Code Relating To Employment Discrimination Based On Reproductive Health Decisions. [HB-316]
This bill prohibits discrimination in employment based upon an individual’s reproductive health decisions. Delaware laws currently prohibit discrimination on the basis of sex or pregnancy; however, this legislation makes it clear that an employer is expressly prohibited from taking adverse employment action against an individual based on his or her reproductive health care decisions. An Act To Amend Title 19 Of The Delaware Code Relating To Employment Discrimination Based On Family Responsibilities. [HB-317]
This bill prohibits discrimination in employment based upon an individual’s caregiving responsibilities. Workers should be judged on the merits of their performance at work, not their responsibilities at home. Five states and over 90 localities prohibit discrimination based on family responsibilities to some degree. This bill ensures Delaware workers with responsibilities for child care, elder care, or both, receive equal employment opportunities and are protected from discrimination in the workplace.

An Act To Amend Title 11 Of The Delaware Code Relating To Criminal History Background Checks In Connection With The Sale, Transfer, Or Delivery Of Firearms. [HB-325]
This bill closes a loophole to our gun background check laws. The current loophole allows for guns to be given to a potential purchaser if the background check is delayed for 3 days or more. In some cases a gun is given to a person who should not be in possession of a firearm. This leads to law enforcement having to retrieve a gun from a person prohibited if the background check provides that a person should not have a gun.
