This Act eliminates the office of the last remaining County Comptroller, the Kent County Comptroller, and transfers the functions, duties, and powers of that office to the Kent County Department of Finance, specifically including those duties and powers contained in 9305 of Title 9. With the elimination of this office, the Act also removes all references to “county comptroller” in the Delaware Code and makes necessary conforming amendments.

This bill would require that public comment be permitted at all open meetings of any board, bureau, commission, department, agency, committee, ad hoc committee, special committee, temporary committee, advisory board and committee, subcommittee, legislative committee, association, group, panel or council. The minimum time will be one minute. Maximum time and procedural rules are left to the discretion of the meeting body.

An Act To Amend Title 19 Of The Delaware Code Relating To Veterans, Skilled Workers And Community Workforce Act. [HB-283]
This bill is the Veterans, Skilled Workers, and Community Workforce Act. It requires that on all state-funded construction, public works, or improvement projects that contractors and subcontractors must draw 30% of their workforce from the Representative District where the project is located, and 5% of their workforce from eligible Delaware veterans. Such projects are to be governed by a Project Labor Agreement with the Delaware Building and Construction Trades Council to provide structure and stability and promote efficient completion.

This Act is the result of the findings of the Lyme Disease Prevention Task Force (“the Task Force”). On June 1, 2015, the Task Force issued a report that made several recommendations. Lyme disease is caused by the bacterium Borrelia burgdorferi and transmitted through the bite of an infected tick. Typical symptoms include fatigue, fever, and headache. Without treatment, the infection can damage the joints, heart, and central nervous symptom, resulting in meningitis, temporary facial paralysis, and impaired muscle function. An Act To Amend Title 29 Of The Delaware Code Relating To State Procurement. [HB-3]
This bill requires that employers receiving contracts from the State shall certify in that contract that, in addition to already mandated fair business practices, the contractor shall ensure that its employees receive equal pay for equal work without regard to sex. The language permits pay differentials when they are based on a seniority system, merit system, or where pay is based on production factors.
