This bill will add 4 new check-off donation boxes on the Delaware personal income tax return whereby individuals may choose to donate a portion of their tax refund, or designate an amount in addition to the tax they owe that will be transferred by the Division of Revenue to one of the following organizations: Food Bank of Delaware, Sussex County Habitat for Humanity, Central Delaware Habitat for Humanity, or Habitat for Humanity of New Castle County.

An Act To Amend Title 11 Of The Delaware Code Relating To Law Enforcement Procedure With Respect To Firearms And Firearm Related Evidence. [HB-217]
One of the findings of the Wilmington Public Safety Strategies Commission was that the Wilmington Police Department should enhance its use of firearms investigative and intelligence tools and ballistics technology in investigating and preventing violent crime. The report went on to recommend adoption of a protocol such as the one employed by New Jersey statute in 2013 to mandate statewide the use of certain nationwide firearm and ballistics databases. An Act To Amend Title 18 Of The Delaware Code Relating To Insurance Coverage For In Vitro Fertilization Services. [HB-219]
This bill requires that health insurance offered in this state provide coverage for in vitro fertilization for persons who, along with their partner, are genetic carriers for spinal muscular atrophy or cystic fibrosis. Coverage must be offered to the same extent as all other pregnancy related benefits. Spinal muscular atrophy is an inherited condition that causes nerve cells in the lower part of the brain and spinal cord to break down and die. This Act enables the prosecution of animal fighting under Delaware’s Racketeering and Organized Crime statute. Animal fighting is often linked to other forms of criminal activity, such as illegal drug distribution, gun running, prostitution, and other violent crimes. Including animal fighting in the definition of “racketeering” strengthens the ability of Delaware’s Department of Justice to prosecute those who abuse animals.

This Act extends the statute of limitations for certain civil claims relating to heinous human rights abuses to 10 years. It allows survivors more time to file claims for assault, battery, or wrongful death in Delaware state courts, provided their claims are based on acts of trafficking, genocide, torture, or crimes against humanity. Its intent is to ensure survivors get their rightful day in court by re-balancing the scales in a limited set of cases involving violations of fundamental human rights, where short filing deadlines currently favor abusers
