This bill revises the Delaware Charter School law to require that all charter school applications be submitted to local school boards for review and consideration. The bill requires local school boards to conduct a face-to-face meeting with the charter school applicant to review and discuss the application. The bill requires a local school board denying a charter school application to state its reasons in writing, including an impact statement regarding the projected effect of the charter school upon the enrollment, programs and financial operation

An Act To Amend Title 18 Of The Delaware Code Relating To Special Funds. [HB-387]
This Act relates to police and fire pension funds created under Title 18 of the Delaware Code. The General Assembly created a special fund in the hopes of ensuring adequate pensions for affected police officers and firefighters, and their surviving spouses. This has not come to pass with regard to all pensions, however. By way of example only, the average surviving spouse in the Wilmington Police and Fire retirement plan receives a pension of only $10,080, which is $1,090 dollars below the 2012 poverty level. Delaware’s seat belt law allows law enforcement to pull over a driver if the driver or anyone in the vehicle is not wearing a seat belt. It is a civil penalty with a fine of $25 plus court costs. However, 4802(g)(2)a. and b. of Title 21 of the Delaware Code provide that if a police officer charges a motorist with any other Title 21 offense, and the driver or passenger is not wearing a seatbelt, the officer can only issue a seat belt assessment (not a seat belt law citation) to the motorist. This Bill constitutes a clarification of the effect of the consumer law changes in House Substitute 1 for House Bill No. 247, enacted last year.
