This Bill provides that employees serving in security-related or high-risk positions may be eligible for hazardous duty pay. Those positions would be designated by the Chief Justice in accord with the needs of each court. Funding for this additional pay would come from the Court Security Fund, established by 10 Del. C. 8505.

An Act To Amend Title 18 Of The Delaware Code Relating To Health Insurance Coverage For Oral And Intravenous Anticancer Medications. [HB-265]
This bill is based on New York’s oral parity law, which requires insurance companies to make equal reimbursement for oral and intravenous anticancer medications. Section 1 applies to individual health insurance policies. Section 2 applies to group or blanket policies. The coverage provisions of Sections 1 and 2 are identical. The bill applies to health insurance policies issued, renewed, or amended on or after January 1, 2013. This act is “The Delaware Cancer Treatment Access Act.”

This Bill removes a provision by which either the Chief Justice of the Supreme Court or the Deputy Administrator for the Justice of the Peace Court was required to verify the final disposition of a case before a previously paid fine could be refunded. This Bill changes the practice in the Justice of the Peace Court to mirror that of the Court of Common Pleas, allowing the court clerk, subject to the internal controls now in place in the Court, to verify the final disposition of a case when a fine should be refunded.

An Act To Amend Title 9 Of The Delaware Code Relating To Travel Expenses For Elected County Officials. [HB-267]
This Act eliminates the 1935, $2,500 cap (33 Del. Laws, c. 72) on aggregate necessary travel expenses for all members of all three County governing bodies (raised to $5,000 for New Castle County Council only, in 71 Del. Laws, c. 401). The language prohibiting reimbursement for travel by elected officials within New Castle County (adopted after issuance of the 1964 report and recommendation on reorganization of New Castle County Government) was eliminated in 1998 in 71 Del. Laws, c. 401, amending 1144 of Title 9 of the Delaware Code. That section

An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Tax Credits. [HB-275]
This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.

An Act To Amend Title 10 Of The Delaware Code Relating To Expungement. [HB-285]
This bill corrects technical errors to House Bill 177, passed in 2011 and dealing with juvenile expungement. Section 1 addresses confusion which has arisen regarding whether a Family Court judge may order expungement of charges arising in other counties. Sections 2, 3 and 4 address an accidental overlap in definitions of sex offenses in House Bill 177. The correction eliminates the overlap between misdemeanor and felony sex offenses and clarifies that a five-year wait applies before application may be made for discretionary expungement of a felony
