An Act To Amend Title 11 Of The Delaware Code Relating To Crimes Against Children And Specific Offenses. [SB-229]
This Act implements one of the recommendations made in the Final Report of the Independent Review of the Earl Brian Bradley Case which was commissioned by the Governor and was issued on May 10, 2010. The Act clarifies who is in a “position of trust, authority or supervision over a child” and may therefore be subject to the enhanced penalties associated with the crimes defining sexual abuse of children. This Act also consolidates those provisions of the present criminal code concerning rape and unlawful sexual conduct that contain “position of trust”

An Act To Amend Title 29 Of The Delaware Code Relating To Freedom Of Information. [SB-283]
This Act requires the Attorney General to screen challenges to public record request denials, if a state agency is involved. All such alleged violations must first be reviewed by the Chief Deputy. If the Chief Deputy determines that an agency should have produced the requested records, the Attorney General’s Office may not represent the agency in any further legal action if that agency fails to comply with the Chief Deputy’s decision. This act promotes the reporting of child abuse and allegations of unprofessional practice by healthcare practitioners and institutions.
