This bill implements a portion of the federal requirements in the bipartisan Preventing Sex Trafficking and Strengthening Families Act to promote greater normalcy for youth in foster care. Specifically, it provides a limitation from liability provision for foster parents who exercise the reasonable and prudent parent standard for those youth in their care to allow their participation in age appropriate activities. Section 2523(b) provides certain criteria to determine whether a decision is reasonable and prudent, including: the wishes of the child;

An Act To Amend Title 29 Of The Delaware Code Relating To State Procurement. [SB-76]
This bill sets the standards by which certain contractors and subcontractors are required, independently or through agreement with other organizations, to provide craft training for journeyman and apprentice levels through a bona fide program approved by and registered with the State of Delaware or the United States Department of Labor for projects in which workers shall be paid the prevailing wage under § 6960 of Title 29.

An Act To Amend The Home Rule Charter Of The City Of Wilmington Relating To The City Auditor. [SB-8]
This Act makes the Wilmington city auditor an elected position beginning with the 2018 election. This Act also provides for the city auditor to serve a 4 year term and for vacancies in the office to be filled by Wilmington city council. Additionally, this Act makes clear that the city auditor is the head of the auditing department and is to exercise independent control of the department; however, the auditor is to annually report to the mayor, council, and the public on the audits performed. An Act To Amend Titles 10 And 13 Of The Delaware Code Relating To Abused, Dependent, Neglected, And Delinquent Children. [SB-86]
This Act authorizes the Family Court to appoint an education decision maker for abused, dependent, neglected, and delinquent children and children in the custody of the Department of Services for Children, Youth, and Their Families under Chapter 25 of Title 13 to assist with education stability, discipline, and other education issues when a parent or guardian is unavailable or unable to make such decisions or consents to the appointment. This Act does not supplant the educational surrogate parent program under § 3132 of Title 14.
