An Act Proposing An Amendment To Article I Of The Delaware Constitution Relating To Equal Rights. [HB-399]
This is the first leg of an amendment to the Delaware Constitution to provide equal rights on the basis of sex. There is no Equal Rights Amendment to the United States Constitution. While Congress passed the Amendment in 1972, it was not ratified by the requisite number of states by the 1982 deadline. Delaware, however, was one of the first states to ratify the Amendment. About half of the states across the country have passed Equal Rights Amendments to their state constitutions in order to provide protection against discrimination based on sex.

An Act To Amend Title 19 Of The Delaware Code Relating To Unemployment Insurance. [HB-407]
This Act provides that all current employees, prospective employees, contractors and subcontractors of the Department of Labor with access to federal tax information shall be subject to appropriate background checks to ensure that the Department of Labor complies with obligations imposed by § 6103(p)(4) of the Internal Revenue Code and by the Internal Revenue Service in Publication 1075.

An Act To Amend Title 19 Of The Delaware Code Relating To The Delaware Worker Adjustment And Retraining Notification Act. [HB-409]
This Act creates a state mass layoff and plant closing notice requirement law that requires certain larger employers to provide their employees with adequate notice when they plan to go out of business, close a plant, or lay off a large number of employees. This Act requires employers to also notify the Department of planned mass layoffs and plant closings, so the Department can provide dislocated workers with services to assist them in returning to work as soon as possible. An Act To Amend Title 29 Of The Delaware Code Relating To The State Employees' Pension Plan. [HB-41]
In the 148th General Assembly, the state employees' pension law was amended by House Bill No. 363, as amended by House Amendment No. 1 to House Bill No. 363, to permit specified peace officers to retire at 25 years without any reduction. Specified peace officers will pay a higher employee contribution, and those who continue to work past 25 years of service will have the multiplier used in the calculation of benefits increased for the years past 25 years. An Act To Amend Title 19 Of The Delaware Code Relating To Police Officers And Firefighters Employment Relations Act. [HB-447]
This bill moves all police officers and firefighters employed by the State and its political subdivisions under the jurisdiction of the Police Officers and Firefighters Employment Relations Act. This bill allows all State merit employees to have full collective bargaining rights and protections under the jurisdiction of the Public Employment Relation Board. The purpose of this bill is to unify all police and firefighters employed by the State under the single statute which was created specifically for law enforcement personnel.
