An Act To Amend Title 29 Of The Delaware Code Relating To Services For Adults With Intellectual And Developmental Disabilities. [HB-104]
The state is currently funding service providers at 75% of the market rate established in a 2014 study that was done by DHSS. This bill would mandate an increase in the rates paid to service providers according to the recommendations of the market study, so that by fiscal year 2021 the state would fund service providers at 100% of the benchmarked rate. An Act To Amend Title 4 Of The Delaware Code Relating To Concert Halls. [HB-111]
This bill changes the number of live music events required for an entity to be a qualified concert hall for purposes of alcohol licensing. Previously a concert hall was required to hold at least 250 live music events per year and be open at least 5 days per week. Pursuant to this change, the 5-day requirement is eliminated and the venue must hold 250 live music events per two-year period.

An Act To Amend Title 16 Of The Delaware Code Relating To Achieving A Better Life Experience Savings Accounts. [HB-145]
ABLE accounts are special savings accounts established for certain persons with disabilities. This bill clarifies the treatment of funds in an ABLE account upon the death of a designated beneficiary. Specifically it prohibits State agencies or instrumentalities from clawing back from the ABLE account any funds it has expended on behalf of a designated beneficiary.

An Act To Amend Title 30 Of The Delaware Code Relating To The Income Tax Return. [HB-163]
Currently there are 17 "check-boxes" on the Delaware personal income tax return where taxpayers may designate a portion of their refund or send additional money with their payment due to be credited as a charitable donation to various organizations. The number of organizations has continued to grow over the years without any charities being removed. An Act To Amend Title 11, 16 And 29 Of The Delaware Code Related To Dangerous Animals And Animal Welfare Laws. [HB-173]
This bill further consolidates animal welfare law enforcement roles and responsibilities under Title 16. The Office of Animal Welfare enforces all animal control and animal cruelty laws of this state. Upon the transfer of such responsibilities to the Office of Animal Welfare, officers were given greater enforcement authority than previously assigned under the Delaware State Constable Board.
