An Act To Amend Title 15 Of The Delaware Code Relating To Elections. [SB-242]
This Act eliminates the financial bar to voter registration and makes technical changes to bring the chapter into conformity with 2, article V of the Constitution of this State, which no longer requires a 5 year waiting period before a person convicted of a non-disqualifying felony may register to vote. This Act also makes technical corrections to conform existing law to the guidelines of the Delaware Legislative Drafting Manual.

An Act To Amend Title 13 Of The Delaware Code Relating To Children In Dscyf Custody. [SB-247]
This bill implements portions of the federal requirements in the bipartisan Preventing Sex Trafficking and Strengthening Families Act (P.L. 113-183/HR 4890), signed into law in 2014 and effective September 29, 2015. This bill first implements Section 111 of the federal law which aims to support normalcy for children in foster care by requiring states to implement a “reasonable and prudent parent standard” that allows foster parents to make more day-to-day decisions for youth in their care. An Act To Amend Title 16 Of The Delaware Code Relating To Reporting Of Child Abuse Or Neglect. [SB-251]
Mandatory reporting laws are a crucial protection for children; every state has a version of such laws and they have been an effective tool. As Delaware’s mandatory reporting law matures, it is important to recognize necessary balances to ensure that those at risk also receive necessary care. This Act enables adult patients to seek the mental health care that they need by exempting mental health professionals from the reporting requirements under 903 of Title 16. An Act To Amend Title 11 Of The Delaware Code Relating To Hate Crimes [SB-263]
This Act would add an additional criminal penalty if the offense committed was due to the victim being a law-enforcement officer, a volunteer firefighter, a full-time firefighter, emergency medical technician, paramedic, fire police officer, fire marshal, correctional officer, a sheriff, a deputy sheriff, public transit operator, a code enforcement constable or a code enforcement officer.

An Act To Amend Title 11 Of The Delaware Code Relating To Robbery In The First Degree. [SB-271]
This Act makes a revision to the Delaware Code for the purpose of closing a loophole in the robbery first degree statute, whereby a criminal can threaten to kill someone during the course of committing theft and receive a lesser sanction than by threatening to shoot someone. Specifically, this Act makes it a crime of robbery in the first degree by threatening death upon another during the commission of robbery in the second degree, adding subsection (a)(5).

Pursuant to Superior Court Criminal Rule 16, a defendant may request the opportunity to inspect and copy property and material in the possession, custody or control of the state and which is material to the preparation of the defendant’s defense, is intended for use by the state as evidence in chief at trial, or was obtained from or belongs to the defendant. An Act To Amend Title 11 Of The Delaware Code Relating To Crimes And A Prohibition On The Sale Of Firarms To Persons Who Pose A Terrorism Threat. [SB-287]
This Act prohibits the sale, transfer, or delivery of a firearm to any person on the Federal Government’s terrorist watch list or the Federal Government’s no-fly list, or on any other list used by the Transportation Security Administration for purposes of identifying individuals who are prohibited from boarding aircraft because they pose a threat of terrorism.
