An Act To Amend Title 14 Of The Delaware Code Authorizing The Department Of Education To Establish And Maintain Procedures For The Appointment Of Individuals To Represent The Educational Interests Of A Child With A Disability. [SB-180]
This Act provides procedures to ensure that each child with a disability who has reached age 18 has an identified educational decision-maker to exercise rights under this chapter. A child with a disability who has capacity may exercise his own rights or appoint an agent to exercise educational rights. A child with a disability who does not have capacity to provide informed consent with respect to educational programming will have an educational representative appointed, with a parent receiving priority for that role. An Act To Amend Title 14 And Title 29 Of The Delaware Code Relating To School Taxes. [SB-186]
This Act creates a Disabled Veteran School Tax Refund Fund to provide property tax refunds of up to $500 to individuals who are disabled veterans of the Unites States Armed Forces with a disability rating as determined by the United States Department of Veterans Affairs. This Act provides that an individual eligible for a refund under this Act and a credit based on being over 65 years of age may receive only the greater of the refund or the credit, not both.

This Act is the first leg of an amendment to the Delaware Constitution to provide for equal protection regardless of race, sex, age, religion, creed, color, familial status, disability, sexual orientation, gender identity, or national origin. This Act enshrines the value of equality in the Delaware Constitution and will cause any unequal treatment of or discrimination against members of the protected classes listed to be subject to the strictest scrutiny. An Act To Amend Title 14 Of The Delaware Code Relating To Education And A Pilot Program For Disadvantaged Children In Early Primary Grades Focused Upon Reduced Class Size And An Intensive Learning Experience. [SB-193]
This Act will create a three-year pilot program for disadvantaged students in primary grades in Delaware public schools. The state will provide $1 million in grant funding per year, over a three year period, to support the pilot program. Under the Act, Delaware State University, Delaware Technical and Community College, and the University of Delaware are invited to help collect and analyze data to assess the program.

An Act To Amend Title 10 Of The Delaware Code Relating To Juvenile Expungements. [SB-198]
The continued existence and dissemination of juvenile criminal histories hampers an individual’s ability to be successful and a productive member of society. These criminal histories are a hindrance to employment, education, housing and credit. It is often difficult for indigent children, especially children in foster care, to overcome the hurdles required to obtain an expungement. The Delaware Commitment to Innovation Act promotes research and development in Delaware and encourages employers to locate or retain their headquarters here. Section 1 of this Act provides for adjustment of the applicable threshold for the research and development tax credit offered to small businesses. Section 2 of this Act updates the State’s research and development tax credit.
